Improvement Plans shall be approved by CDD <br /> and MHCSD prior to issuance of the first building permit. <br /> J. All landscape pedestrian through-block connections, if applicable, shall be a <br /> minimum of 30-foot width. <br /> 68. NEIGHBORHOOD PARKS <br /> A. K and L neighborhood parks shall be either dedicated to MHCSD with the first Final <br /> Map or, if land is to be private, the developer shall provide a separate funding <br /> mechanism for maintenance acceptable to MHCSD. <br /> B. K and L Neighborhood Parks shall be designed consistent with all Community <br /> Approvals, including applicable provisions of the Parks, Recreation and Leisure Plan <br /> and the MHCSD Design Manual. The design of the park shall be reviewed and <br /> approved by the MHCSD. <br /> C. Construction of K and L Neighborhood Parks may begin with the construction of first <br /> homes but no later than the time at which 50% of the dwelling units for the <br /> neighborhood have been issued a building permit. The Park shall be completed no <br /> later than the time at which 80%of dwelling units for the neighborhood have been <br /> issued building permits. Completion time may be modified by the MHCSD General <br /> Manager to reflect construction, weather, budget, or other public interest <br /> contingencies. <br /> 69. COMMUNITY PARKS: <br /> A. All implementation of public improvement projects shall comply with all Community <br /> Approvals, including applicable provisions of the MHCSD Parks, Recreation and <br /> Leisure Plan and the MHCSD Design Manual. <br /> 70. Old River Regional Park <br /> A. All implementation of public improvement projects shall comply with all Community <br /> Approvals, including applicable provisions of the MHCSD Parks, Recreation and <br /> Leisure Plan and the MHCSD Design Manual. <br /> B. Construction of park improvements may be completed on a phased basis to <br /> correspond with the development of Neighborhoods directly adjacent to the facility. <br /> Each minimum phase shall be defined as the entire segment of the park that is <br /> directly adjacent to an abutting Neighborhood or the Old River Center area. <br /> Construction shall begin no later than the time at which 50%of the dwelling units <br /> have been issued a building permit. The improvements to specific segment shall be <br /> completed no later than the time at which 80% of dwelling units within the adjacent <br /> neighborhood or River Center area have been issued building permits. Completion <br /> time may be modified by the MHCSD General Manager to reflect construction, <br /> weather, budget, or other public interest contingencies. <br /> 71. MOUNTAIN HOUSE CREEK <br /> A. All remaining required improvements to Mountain House Creek North of Byron Road <br /> shall be completed, including but not limited to all bridge crossings, utility crossings, <br /> storm facilities and connections, lake outlets and any other improvements and right <br /> Conditions of Approval -19- <br />
