Tracy, <br /> California <br /> i <br /> This letter is in response to your inquiry regarding the existence of PCBs in <br /> I transformers located at the above location. <br /> i <br /> PG&E is unaware of the existence of PCBs in the transformers at the above <br /> location. <br /> c i All electric equipment containing 50 ppm or more PCBs is regulated by the U.S. <br /> Environmental Protection Agency (EPA). (50 ppm is fifty parts of PCBs in <br /> 1,000,000 parts of insulating fluid.) The "distribution transformers" now used in <br /> PG&E's electrical system contain mineral oil insulating fluid. However, due to <br /> the extensive use of PCBs in the past, some of these transformers were <br /> contaminated with trace amounts of PCBs during manufacturing or maintenance. <br /> Unless the transformers have been tested, PG&E has no way of knowing.the <br /> PCB content. Per EPA requirements, transformers whose PCB concentration is <br /> unknown are assumed to contain PCBs at a concentration above 50 ppm, but <br /> below 500 ppm. <br /> Please note, however; that industry-surveys of mineral.oil filled "distribution <br /> transformers" have shown that over 90% contain less than 50 ppm PCBs (.005% <br /> or less than one teaspoon of PCBs in 25 gallons of insulating fluid) and less than <br /> 1% contain more than 500 ppm (.05% or one teaspoon in 2 112 gallons). <br /> Although only 10% contain 50 ppm or more, any spill of.mineral oil from <br /> "distribution transformers" is treated as a PCB spill and cleaned up accordingly, ` <br /> unless tests show it to be otherwise. <br /> C <br /> j <br /> i .. <br /> i <br />
