Electrical and Gas Services: Electricity to the project would be provided by the Modesto Irrigation <br /> District(MID), and gas service would be provided by Pacific Gas&Electric(PG&E). These two 1.01 <br /> companies would be responsible for constructing the necessary infrastructure for their services. <br /> 12. Design Theme <br /> The design theme for the project area has not been determined. The design theme for each <br /> neighborhood would be determined prior to the approval of their final maps. The design theme <br /> would be reflected in entry monuments,the K-8 school, and the residential and commercial <br /> architecture found within the neighborhood. <br /> 13. Mineral Rights <br /> Neighborhood L has mineral rights with rights to surface access by third-party mineral rights owners <br /> (see Figure 6) Such rights enable owners to explore and extract mineral resources (most likely <br /> natural gas)that may exist below the subject property. <br /> The issue of access by third party mineral rights owners is addressed by the Specific Plan II <br /> document. Implementation Measures 3.3.5 states as follows: "in accordance with applicable law, a <br /> surface entry site may be provided on original parcels encumbered by third party surface entry rights <br /> to access minerals. To the maximum extent possible, these sites will be located in public areas such <br /> as Community Parks, and shall be located to allow convenient vehicular access. Siting criteria will <br /> also consider pipeline conveyance routes to existing off-site transmission pipelines. All extraction <br /> and conveyance facilities shall specifically be located away from school facilities, and shall to the <br /> greatest extent possible, avoid being located within any Neighborhood within Mountain House. <br /> Drilling and well site operators shall comply with all applicable Federal, State, County and MHCSD <br /> code requirements." <br /> All of the potential drill sites would adjoin major roads(i.e., either collector roads or arterial streets). ,f <br /> No conflicts with pipeline conveyance routes to existing off-site transmission pipelines have been <br /> identified at his stage. Each of the potential drill sites would be located approximately 1,000 to 2,000 <br /> feet away from schools on the Neighborhoods K and L project site. <br /> 12. Pipelines &Gas Wells <br /> Two active fuel pipelines are located along the southwestern boundary of Neighborhood L,within the <br /> Byron Road/Union Pacific Railroad corridor: a 6-inch diameter Chevron/Texaco petroleum pipeline <br /> and a 12-inch diameter Kinder Morgan petroleum pipeline with the implementation of the proposed <br /> project,these existing pipelines would remain in their existing alignments. All development, including <br /> school facilities are sited to conform to state regulations for safety for proximity to petroleum lines. <br /> With respect to gas wells, no productive gas wells currently exist within 500 feet of Neighborhoods K <br /> & L. However, there is one abandoned exploration well located in the northwestern comer of <br /> Neighborhood L. (Note: the well was non-production for oil or natural gas,was abandoned, and <br /> received closure shortly after it was drilled.) <br /> ,.NO, <br /> 12 <br />
