5.ENVIRONMENTAL CHECKLIST MOUNTAIN HOUSE NEIGHBORHOODS K AND L INITIAL STUDY <br /> 15. TRANSPORTATION/TRAFFIC <br /> economic downturn in the past few years, it has been observed that traffic 1 <br /> volumes have been much lower than anticipated. <br /> As stated in the 1994 MEIR,traffic congestion on 1-205 and 1-580 would remain <br /> an unavoidable adverse impact. 1-205 was recently widened from four to six <br /> lanes. The Mountain House Parkwayl1-205 interchange includes a six-lane <br /> overpass and loop on-ramp from the southbound to eastbound on 1-205. <br /> The Grant Line Roadl1-580 interchange is located in the Alameda County <br /> jurisdiction. According to the San Joaquin County and MHCSD adopted <br /> Improvement Programs,the MHTIF will fund the improvements to Grant Line <br /> Road between the Alameda County line and the road's intersection with 1-580. <br /> No other significant impacts would result and no mitigation measures would be <br /> necessary. <br /> c) Would the project result in a change in air traffic patterns, including either <br /> an increase in trafc levels or a change in location that results in <br /> substantial safety risks? <br /> The Neighborhoods K and L Tentative Subdivision Map project and the buildout <br /> of the Mountain House community would not have an impact on air traffic <br /> pattems. <br /> d) Would the project substantially increase hazards due to a design feature <br /> (e.g., sharp curves or dangerous intersections)or incompatible uses(e.g., <br /> farm equipment)? <br /> The project would not substantially increase hazards due to design features or <br /> incompatible uses. The Master Plan for the Mountain House community <br /> stresses design guidelines that require an extensive network of pedestrian and <br /> bicycle facilities. The Lammersville Unified School District is currently a part of a <br /> "Safe Walk to School"program with the County Office of Education. This <br /> program will promote safe walking and biking to school. Bike routes are <br /> proposed throughout Neighborhoods K and L. No further mitigation measures <br /> would be necessary. <br /> e) Would the project result in inadequate emergency access? <br /> The traffic in Neighborhoods K and L and the remainder of Mountain House <br /> would have access to multiple routes in the event of an emergency. Based on <br /> the proposed Tentative Subdivision Maps, all neighborhoods would be <br /> connected to several major arterial and collector streets. Consequently, <br /> adequate emergency access would be available. No mitigation measures would <br /> be necessary. <br /> 0 Would the project conflict with adopted policies,plans, or programs <br /> regarding public transit, bicycle, or pedestrian facilities, or otherwise <br /> decrease the performance or safety of such facilities? <br /> Ssnri 1) 5-188 <br />
