Phase 1 Environmental Site Assessment <br /> Neighborhoods D,K,L,and Town Center,Mountain House,California <br /> Page 7 <br /> provided by the irrigation district with underground irrigation piping located in the southern and northern <br /> portions of Neighborhood D..A small farm complex that included several outbuildings for chickens and <br /> horses, an old barn, a house, a domestic well, a truck trailer, a large storage box,.and a propane tank is <br /> located along the southern boundary (Grant Line Road) of APN 209-450-12. A rural home, a domestic <br /> well, a propane tank, truck trailers, and large storage box are located along the southern portion/boundary <br /> (Grant Line Road) of APN 209-450-13. Overhead electrical transmission lines (Figure 5, Appendix A) <br /> and an associated tower are located in the southeastern coiner of the Neighborhood. A bermed area with <br /> piles of soil, concrete debris, and asphalt debris and with a possible small stormwater/irrigation retention <br /> basin with drainage to the east is located in the northeastern corner of Neighborhood D.The drainage area <br /> and the eastern portion of the basin retention berm appears to contain imported riprap previously <br /> identified as"greenstone,"not asbestos-containing serpentine. <br /> The site reconnaissance revealed that the majority of Neighborhood K is used as agricultural land. <br /> Irrigation ditches and piping were noted throughout the neighborhood. Most of the eastern portion <br /> appeared to be former agricultural lands currently being used to facilitate construction and development <br /> of the town of Mountain House and Mountain House Creek. Water (riparian rights) to the agricultural <br /> 4 fields is provided by irrigation pumps and ditches. Observed on property were: a water pump with <br /> k associated shed, irrigation piping, an electrical transformer on a utility pole, and stand pipes; a second <br /> water pump with piping; and monitoring wells. Overhead electrical wires on utility poles were observed <br /> r" crossing the southeastern portion of Neighborhood K. <br /> Site reconnaissance revealed that a narrow strip of the western portion of Neighborhood L appeared to be <br /> former agricultural lands currently being used to facilitate construction.and development of the town of <br /> Mountain House and Mountain House Creek. A long bermed area along the eastern side of Mountain <br /> House Creek was being seeded during the site reconnaissance. Stacks of PVC piping were noted in the <br /> area. The eastern portion of Neighborhood L is used as agricultural land (area for application of treated <br /> wastewater). Irrigation ditches and piping were noted throughout the neighborhood. An irrigation pond, <br /> pump, catwalk, and associated metal piping and .valves were observed in the northwestern portion of <br /> Neighborhood L, south of the levee road that parallels Old River. The southeastern portion of <br /> Neighborhood L has two reservoirs (known as Reservoirs lA and IB) belonging to the Mountain House <br /> Community Services District: an access road encircles the perimeter of the reservoirs. APN 209-040-09 <br /> (along the southern boundary of Neighborhood L) appears to be fallow agricultural land. A small old <br /> garage and a large pole barn with bales of hay and construction piping stored around it are located in the <br /> southwestern corner (APN 209-030-04) of Neighborhood L. Signage for buried underground water <br /> I� pressure lines (along the southern boundary of Neighborhood L) and petroleum pipelines (along the <br /> southern side of the railroad tracks, Neighborhood L) were observed. A drainage area passes under Byron <br /> Road and the railroad tracks in Neighborhood L from Town Center. <br /> The site reconnaissance revealed that the northwestern portion of Town Center is used as a construction <br /> headquarters with several portable trailers/buildings used as construction offices for the various <br /> companies working to facilitate construction and development of the .town of Mountain House and <br /> Mountain House Creek. Portable fencing surrounds some of the areas and groupings of construction <br /> materials and equipment [including an observed portable approximately 300-gallon aboveground storage <br /> tank (AST)] are located throughout this area. A well with a non-PCB containing transformer on a utility . <br /> pole is located northwest of most of the construction portables and a second non-PCB containing <br /> transformer.is located to the west of the construction portables. A large stormwater pipe surrounded by <br /> rock, large amounts of thick plastic sheeting, a.dewatering well, and construction activities related to the <br /> Mountain House Creek were observed in the northwestern portion of Town Center.
