Phase I Environmental Site Assessment
Neighborhoods D,K,L,and Town Center,Mountain House,California
Page 22
t Road.and 19822 W. Grant Line Road. SJCEHD had minimal information for one of these addresses,
19822 W. Grant Line Road, which is discussed in Section 4.2.1 of this report.
J
Six locations are on Town Center. The pesticide storage area locations include three areas in the
northwestern portion of Town Center. A possible UST was also indicated in the northwestern portion of
Town Center. A former gas station location was indicated in the northeastern corner of Town Center. The
details regarding these previously indicated possible sources of hazardous substances were not readily
available. The PG&E six-inch and eight-inch natural gas pipeline is discussed in Sections 7.1.1 and 7.2 of
this report.
Five locations are on Neighborhood L. Pesticide storage areas identified in Specific Plan I include two
areas immediately north of Byron Road (Neighborhood L) approximately '/z-mile northwest of the
intersection of Byron Road and Mountain House Parkway. One AST was also identified. During the
March 2004 reconnaissance for Neighborhoods H, I, and J, no storage of agricultural chemicals was.
observed in Neighborhood J, however, an AST was observed approximately 100 feet east of the western
'€ boundary of Neighborhood J. During the November 2004 reconnaissance, this area was inaccessible due
€ to construction work and muddy conditions. The details regarding these previously indicated possible
sources of hazardous substances were not readily available.
7.4 SAFETY OF CANALS(MASTER PLAN, CHAPTER 6, SECTION 6.8.4, PAGE 6.18)
Open channel canals have been identified as a safety hazard in the Mountain House Environmental
Impact Report (ETR). There are two open channel canals operated by Byron-Bethany Irrigation District
(BBID) within 'h mile of Neighborhood D. They are Canal 120, which flows from the northwestern
_ corner of Neighborhood C through to its southeastern corner that is approximately 200 feet west of
Neighborhood D, and Canal 155, which also trends northwest to southeast through the southwestern
y corner of Neighborhood C. Water is distributed from the canals through a series of headgates owned by
BBID into ditches and pipelines to the individual fields by the owner and/or tenant. According to the pre-
feasibility concepts for proposed Neighborhood C contained in the Condor-prepared Farm Irrigation
Report — Lands East of Mountain House Parkwa and Neighborhood B, dated December 31, 2003, the
portion of Canal 120 traversing Neighborhood C will be abandoned during development and the siphon
under Grant Line Road will be plugged or removed. The portion of Canal 120 south of Grant Line Road
will be developed as a reservoir and will be supplied with water from Canal 155 via a bypass pipe
between the two canals. The segment of Canal 155 in the southwest corner of Neighborhood C will be
abandoned and rerouted under Altamont Parkway, and connected to Canal 155 south of Grant Line Road.
Improvements to the pumps supplying water to Canal 155 and to the canal levees may be necessary. This
work shall be performed in accordance with BBID guidelines.
Mitigation measures to reduce attractive nuisances were recommended in the Mountain House EIR. The
recommendation called for restriction of access to the canal by means of fencing, signage, or other
unspecified means. Signage restricting access.is posted on the canals at the Grant Line Road crossings.
Rick Gilmore of BBID was contacted previously, and stated that it is their policy that signage restricting
access be placed at all points of public access. Trimark proposes no additional mitigation measures
restricting canal access. . -
7.5 PESTICIDE RESIDUE ASSESSMENT (MASTER PLAN, CHAPTER 6, SECTION 6.8.4,
PAGE 6.17)
Interviews and the site reconnaissance indicated that the Site properties were formerly or are currently
used for agricultural purposes and have been for at least 50 to 60 years. Agricultural chemicals are mixed
' CONDOR
