Mr. Arnaudo indicated water from the river is pumped to fields <br /> further south. <br /> Copies of the Restricted Materials Permits and Pesticide Use Reports received from SJCACO are located <br /> in Appendix E. It must be noted that not all of the chemicals listed in Table I in Section 4.2.4 and <br /> Appendix E of this report may have been applied to the Site properties. <br /> The pesticide residue assessments are documented in the separate Neighborhoods D, K, and L and Town <br /> Center Phase II ESA, dated November 30, 2004 prepared by Condor. The results of this testing showed <br /> no detectable pesticide or herbicide residue in the samples at or above the laboratory detection limits for <br /> Neighborhood K. However, low concentrations of DDT and DDE were indicated in the farm complexes <br /> E area located in Neighborhoods D and L in the agricultural.fields of Neighborhood L. Additionally, an <br /> elevated concentration (associated with a cancer risk greater than the one-in-a-million cancer risk <br /> screening level) of toxaphene was indicated in the former farm complex (construction headquarters area) <br /> area of Town Center. <br /> 7.6 ASSESSMENT OF PCB TRANSFORMERS (MASTER PLAN, CHAPTER 6, SECTION 6.9, <br /> PAGE 6.20) <br /> Electrical transformers can contain PCBs, highly toxic compounds whose manufacture was discontinued <br /> in the United States in 1976. During the site reconnaissance on November 12 and 15, 2004, four observed <br /> transformers (two old ones were.observed stored in the northwestern portion of the small farm complex in <br /> Neighborhood D, one in Neighborhood K, and one in Neighborhood L) were not labeled as non-PCB <br /> containing. A general PG&E response for information on an adjacent site is included in Appendix G. <br /> 8.0 FINDINGS <br /> The Site consists of approximately 1,195 acres that are fallow, being used for agricultural purposes, <br /> and/or being used to facilitate construction and development of the town of Mountain House and <br /> Mountain House Creek. Several portable storage tanks with secondary containment containing fuel for the <br /> pump generators were observed along the western side of Mountain House Creek. A 55-gallon drum was <br /> observed in the western portion of the construction headquarters area on Town Center. Five-gallon <br /> buckets were noted throughout the construction headquarters area: for temporary q p ary stora ge. Interviews <br /> indicated an AST was located behind an old outbuilding in the northwestern portion of Town Center_. <br /> Agricultural chemicals have been applied to the Site properties. <br /> Several small piles of concrete debris and small amounts of old household items were noted in varying <br /> portions of the Site. An old house had existed in Neighborhood L and a house and old outbuildings had <br /> existed in Town Center. According to interviews, some asbestos wasro erl removed and the buildings <br /> P P Y <br /> g <br /> were hauled away. The septic systems and wells were also properly removed and/or abandoned. <br /> Historical s oncal information and site reconnaissance revealed two houses, outbuildings, propane tanks and two <br /> wells in Neighborhood D. Due to age, asbestos and/or leadma roducts be contained in the old <br /> P Y <br /> outbuildings. <br /> Several old 55-gallon drums were observed inside, west of, and northwest of the'barn on Neighborhood <br /> D. A small bin of old tires is located in the northwestern portion of the small farm complex on <br /> Neighborhood D.'A mixed pile of brush and old household items is located along the southern boundary <br /> and an abandoned car is located in the northern portion of Neighborhood D. An abandoned car is located <br /> in the central portion of Town Center. An old fuel tank and an old outbuilding were observed in the <br /> southeastem.comer of Neighborhood L. Large piles of soil and some with asphalt debris are located in the <br /> is CONDOR <br />
