(C/O DAVID J. HENDRICK) (APN: 249-050-17) <br /> (22469 SOUTH HENRY ROAD ESCALON, CA 95320) <br /> The applicant has submitted a Quarry Excavation application to remove one million <br /> cubic yards of rock, gravel and sand from a 57.06 acre parcel in three phases and <br /> reclaim the site over a 12 year period. All material will be processed at an existing facility <br /> (QX-89-0002) located two miles west of the proposed quarry site. No permanent <br /> structures or facilities are proposed at this site. The proposed excavation site is on the <br /> west side of Henry Road, approximately 500 feet south of Hall Avenue. The land is <br /> currently planted with a combination of peach trees and almond trees. <br /> The Community Development Department has reviewed the proposed Quarry <br /> Excavation application and agency responses and offers the following comments. <br /> Acoustical Study <br /> The Community Development Department has reviewed the acoustical study dated <br /> September 9, 2004 prepared by D.E.E.M Shiningtree Environmental Services and Earth <br /> Sciences. The study identified mitigation measures that would reduce potential noise <br /> impacts to a less then significant level. The following mitigation measures will be <br /> included as conditions of approval: <br /> • Retain a 300 foot setback from all property lines nearest to residential receptors <br /> for all loading and central activities related to excavation as shown on the site <br /> plan dated September 23, 2004 prepared by D.E.E.M Shiningtree Environmental <br /> Services and Earth Sciences. <br /> • Provide for 8 foot earthen berms along the property lines as shown on the site <br /> plan dated September 23, 2004 prepared by D.E.E.M Shiningtree Environmental <br /> Services and Earth Sciences. <br /> A revised site plan must be submitted showing the new noise berm configuration as <br /> required by the acoustical study. Seven copies of the revised site plan and two reduced <br /> 8 1/2X 11 copies must be submitted before June 10, 2005. <br />
