Traffic Study <br /> A traffic impact study was prepared by Dowling and Associates, Inc. as required by the <br /> Department of Public Works. The study identified the following mitigation measure which <br /> will be included in the conditions of approval: <br /> • The applicant shall construct a 150-foot left-turn pocket for southbound Santa Fe <br /> Road at the project access point. <br /> The Community Development Department has tentatively scheduled the application for <br /> the July 7, 2005 Planning Commission meeting and will be recommending that the <br /> Planning Commission approve the project subject to the following recommended <br /> Conditions of Approval: <br /> Quarry Excavation Application No. PA-0400250 was approved by the Planning <br /> Commission on . The effective date of approval is . This approval will expire on , <br /> which is 18 months from the effective date of approval, unless (1) all Conditions of <br /> Approval have been complied with, (2) all necessary building permits have been <br /> issued and remain in force, and (3) all necessary permits from other agencies <br /> have been issued and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements <br /> shall be fulfilled prior to the establishment of the use and the issuance of any <br /> building permits. Those Conditions followed by a Section Number have been <br /> identified as ordinance requirements pertinent to this application. Ordinance <br /> requirements cannot be modified, and other ordinance requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: John Funderburg, 468- <br /> 3160 ) <br /> a. APPROVAL: This is an approval to remove one million cubic yards of rock, sand <br /> and gravel in three (3) phases over twelve (12) years. The approval includes the <br /> revised Reclamation Plan for Hendrick Ranch dated July 7, 2004. All materials shall <br /> be processed at an existing facility (QX-89-0002). The excavation process shall be <br /> completed by December 31, 2015. The site shall be fully reclaimed by December <br /> 31, 2017. <br /> b. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty- <br /> five (25) feet to a property boundary. (Development Title Section 9-1415.3[b]) <br /> c. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other <br /> approved methods shall be required where necessary for the control of erosion. An <br /> erosion and sediment control plan approved by Development Services Division <br /> shall be part of the reclamation plan. (Development Title Section 9-1415.3[d]) <br /> d. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be <br /> met unless otherwise modified by conditions of the Quarry Excavation Permit. <br /> (Development Title Section 9-1415.3[e]) <br /> e. HOURS OF OPERATION: Plant operations shall normally be carried on during the <br /> hours from 5:00 a.m. and 9:00 p.m. (Development Title Section 9-1415.3[f]) <br /> 2 <br />
