The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based upon the information received the District is unable to determine the potential <br /> impacts from this operation. However, based upon the size and amount of material to <br /> be removed from the site, it seems likely that the project may exceed the Districts levels <br /> of significant for both NOx (10 tons/year of Nitrogen Oxides) and VOC (10 tons/year of <br /> Volatile Organic Compounds). CARB has issued a <br /> report entitled Risk Reduction Plan to Reduce Particulate Matter Emissions from <br /> Diesel-Fueled Engines and Vehicles (October 2000). Appendix VII of the report <br /> provides several risk characterization scenarios, which may serve as a starting point for <br /> estimating risks from diesel engine emissions. The District will work with applicants to <br /> review appropriate methodology for estimating toxic risk. <br /> The construction/operational phase of this project can generate emissions from the <br /> movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and <br /> other related activities.
