Hazelton Avenue <br /> Stockton, Ca. 95205 <br /> Subject: Noise Investigations And Mitigation Hendrick Ranch Report dated 9-24-04 <br /> Application No. PA0400250(QX) <br /> This letter is to confirm our telephone conversation earlier this week regarding <br /> the deficiencies in the above Report submitted by D.E. Deem REA RG. You stated <br /> that ( had voiced some very important concerns and that I should put them in writing <br /> and fax or mail them to you by this friday (today). <br /> I have reviewed the report and find it to he invalid and unreliable in many respects. <br /> 1. The report indicates that the Santa Fe Road area noise exceeds the limits. Also. that <br /> noise limits are exceeded on the corner of Hall & Santa Fe Road where several residences <br /> are located directly across the street from the project. However, I submit that the noise <br /> level would have been greater if the test had been performed during the peak cannery <br /> and nut harvesting season when the noise is the greatest. The noise investigations instead <br /> were performed at the end of September when the season is coming to and end. Thus it <br /> does not accurately reflect the true noise levels the residents of this are contend with. <br /> Also, the report does not indicate the time of day the investigations were made. <br /> This, also, would make a difference in the noise levels. <br /> 2. The report states that the noise levels on Henry Road do not exceed the acceptable <br /> noise levels and that the traffic is primarily automobile traffic. There are a substantial <br /> number of trucks, tractors, and farm equipment on Henry Road. Again,cannery and <br /> the nut harvesting season increase the noise substantially. <br /> 3. All of the noise levels were taken with the present peach and almond orchards on the <br /> proposed site in full leaf, providing a substantial buffer to the excessive noise <br /> from the Santa Fe Road area. If these orchards are removed the noise will he greatly <br /> increase on Henry and Hall roads. The noise levels on Henry are close to the maximum <br /> now with the orchards in place. Remove them and add the quarry operation noise to this and <br /> noise will exceed the acceptable limits. <br /> 4. The report fails to give an address or good location description of the existing quarry <br /> location used to gain noise levels when this existing quarry is in operation. I can only <br /> assume that it is the quarry located north of Riverbank located at least 20 to 30 feet <br />
