Air Resources/Climatology: If Applicant is so familiar with emission control to <br /> manage fugitive dust emissions why do they fail to adequately control dust at <br /> its present site ? How can they control what sub-contracted truckers do? <br /> Residents report excessive dust from present operation. I have personally <br /> witnessed uncontrolled dust during operations. While one water truck followed <br /> behind a piece of heavy equipment another site was emitting massive dust with <br /> no dust suppression -- one water truck. The present operation is located below <br /> the river bluff, separated from populated areas by the Stanislaus River and a <br /> large walnut orchard to the south and a large grape vineyard to the north. The <br /> proposed site is located in a very visible and populated area bordered on three <br /> sides by busy roads. There are no natural barriers at the proposed site. Thus <br /> creating substantially more dust,noise and air pollution. A Quarry operation <br /> in the proposed location creates a NUISANCE. I am shocked by this applicants <br /> disregard for the negative impact this business will have on the whole area.. <br /> They have no regard for our health, safety, and welfare. Nor for our right to <br /> the peaceful enjoyment of our property. <br /> 1. Aesthetics: The area around the project site is primarily fine residential homes, small <br /> ranchettes, and a few large parcels. A row of existing almond crop trees which will be <br /> barren for much of the year will provide little if any screening from this operation. <br /> A 25 foot setback is insufficient. Where does this 25 feet begin -- at the current <br /> road (15' from the center line), the road right away(30' from the center line), or <br /> the property line? Most new construction whether residential, commercial, or <br /> industrial demands masonry fencing and landscaping around the projects. A quarry is <br /> in reality, an industrial use with more impacts that the above uses . No less <br /> mitigation measures should be required of this proposed use. <br /> J. Other Information: To say, and I quote"Excavation does not cause health or <br /> sanitary hazards" is not true! This operation is hazardous to our health causing <br /> excessive cancer-causing dust emissions, cancer causing diesel/gasoline emissions, <br /> increasing noise and traffic, destruction of our beautiful area, interference with <br /> our sleep, real estate devaluation, etc. etc. An 8 foot berm consisting of top soil <br /> is just a convenient place for them to store top soil as required by law-- it is a <br /> laughable solution to the problem created by this operation. Squirrels, gophers, <br /> and other varmints will heavily infest this berm. These inhabitants are detrimental <br /> to nut orchards in the vicinity. <br /> Il Description of Proposed Mining Operation <br /> B. Nothing can justify this 12-year schedule. To subject us to the operation <br /> for 12 years is not merited. Their plan is to continue to excavate all of the <br /> land in this area-- so the NUISANCE will continue indefinitely if <br />
