Page 2
According to the attached map, the area is split into many small parcels accommodating
home sites, ranchettes, and gentleman farmers. There are only a few large parcels meeting
the A-40 designation. There are many more inhabitants in this area than would normally
be found in an A-40 zoning. Also, this project is located less than a mile from the Riverbank
City limits. Thus, the harmful effects of a Quarry will impact the health, safety, and welfare
of not only those of us in this area, but those living South of us in the City of Riverbank.
The present peach and almond orchards acts as a buffer from the noise and air pollutants created
by the railroad and Santa Fe Road. Removal of these orchards will create a significant impact
to our health with increased dust, train and vehicular noise, and air quality.
Mr. Reed, of George Reed, Inc. has purchased 15 acres on Henry Road contiguous to our land to
the South directly across the road from the proposed operation. Purchase of this land gives them
access to 53 acres fronting on McBride Road contiquous to the back of our property. They are
obviously placing themselves in the position to eventually excavate the majority of the land to
the north of Stanislaus River in this area. Thus future extensive excavation of prime farm
land of the whole area which will have a much greater deterimental affect on our environment
that the excavation of a smaller projects in less populated areas.
There are many less populated and suitable areas available for this operation. Why not
expand their recently approved quarry project on River Road near their plant ?
An Application of this nature must have a full Environmental Impact Report! Also, in order,
would be pre-baseline and post-baseline air test as well as on-going air monitoring to insure
that the air is safe to breath. It is my understanding that this is a common practice in
industrial operations.
In addition to the EIR and full mitigation actions there, the property owners must be assured
that full mitigation measures will be taken as far as needed fencing, landscaping,
pest and weed control, truck routes etc., etc. These issues and others must be addressed
and appropriate mitigation measure agreed upon prior to consideration of this
application.
Sincere ,
L retia& Eugene Larson
Attachments: Maps, LOSH Information (5 pages)
