Access <br /> The site plan indicates an eighteen-foot wide driveway. Access driveways shall have a <br /> width of no less than twenty-five (25) feet for two-way aisles and sixteen (16) feet for <br /> one-way aisles, except that in no case shall driveways designated as fire department <br /> access be less than twenty (20) feet wide. (Development Title Section 9-1015.5[h][1]) <br /> As a Condition of Approval, the driveway width must be increased to twenty-five feet and <br /> shall be shown on the Improvement Plan. <br /> Screening <br /> Development Title Section 9-1020.5[e] requires parking areas abutting a residential <br /> zone, an area shown on the General Plan for residential use, or an existing residential <br /> use, to be screened with a solid masonry wall six (6) to seven (7) feet in height along the <br /> abutting property line. There is an existing residence ninety feet south of the proposed <br /> parking area. The neighboring parcel to the north has an existing residence that is not <br /> located near the proposed parking area. As a result, a solid masonry wall six (6) to <br /> seven (7) feet in height will be required along the southern property line near the <br /> proposed parking areas and must be shown on the Improvement Plan. A solid masonry <br /> wall six (6) to seven (7) feet in height will be required along the northern property line <br /> near the proposed parking area if a residence is constructed on the neighboring parcel. <br /> The driveway does not have to be screened as this area is recessed within the center of <br /> the parcel. A five (5) foot planting strip must also be installed adjacent to the required <br /> masonry wall and the proposed parking area. <br /> Parking and Surfacing <br /> The site plan indicates a total of 10 parking spaces. Development Title Section 9-1015.3 <br /> (Table 9-1015.3[b]) states that the Religious Assembly-Regional use type requires 0.33 <br /> parking spaces per seat. As a result, a minimum of 17 parking spaces will be required. <br /> The applicant will need to depict the 17 minimum required parking spaces on the <br /> Improvement Plan. <br /> Signs <br /> The site plan indicates there is an existing seven-foot tall pole sign. Development Title <br /> Section 9-1710.4[c] states one monument sign is permitted for each street frontage for <br /> development projects in the residential zone. Signs shall not exceed sixty square feet <br /> per sign face and shall not exceed four feet in height. Development Title Section 9- <br /> 1710.4[j] allows for a modification of the requirements if the requirements may be <br /> considered insufficient or excessive due to the unusual nature of the development <br /> proposal. In making the decision, the Review Authority must find that the following are <br /> true: <br /> (1) The proposed signs are consistent with the size of the facility and related <br /> structures, the location of the public access to the development, and other <br /> signage in the vicinity. <br /> (2) The height, size and number of the proposed signs are the minimum <br /> required to identify and direct the public to the activities, services and products <br /> available on-site. <br /> 2 <br />
