and permitted for 8,400 square feet. The applicant must provide verification of permit for <br /> the 6,224 square foot addition or include the addition in this Site Approval application and <br /> submit a revised project description. <br /> Parking and Surfacing <br /> The applicant is proposing a total of sixteen (16) parking spaces, including one van <br /> accessible space, for the agricultural processing facility. Parking requirements are <br /> determined by the use type, size of structures, number of employees, and number of <br /> seats. Pursuant to Development Title Table 9-1015.3(b), the Agricultural Processing - <br /> Preparation Services use type requires one (1) space for every 1,000 square feet of <br /> building. As a result, a total of ninety-four (94) parking spaces would be required, including <br /> four (4) accessible spaces. However, Development Title Section 9-1015.9 states that <br /> requirements of the chapter may be modified by the Director in cases in which, due to the <br /> unusual nature of the establishment proposed or the development proposal submitted for <br /> it, the requirements set forth in the Development Title may be considered insufficient or <br /> excessive. <br /> The applicant submitted a letter dated February 6, 2014 requesting a modification in the <br /> number of parking spaces required for the agricultural processing facility from ninety-four <br /> (94) spaces to sixteen (16) spaces because of the limited operation of the facility and <br /> small number of employees. The Community Development Department has reviewed the <br /> request and has determined that a reduction in the number of parking spaces to sixteen <br /> (16) parking spaces is sufficient for the proposed agricultural processing facility because <br /> the majority of the buildings will be used for warehousing and the applicant anticipates <br /> thirteen (13) employees. As a Condition of Approval, the applicant shall provide sixteen <br /> (16) parking spaces for the agricultural processing facility in Phase One. <br /> The parcel is accessed by a private road (Hutchinson Road) from Austin Road, a public <br /> road. On April 17, 1997, the Community Development Department approved Site Approval <br /> application No. SA-97-13 for the private road. Improvements were constructed with a <br /> surface material of aggregate base. Pursuant to Development Title Section 9-1015.5(e), <br /> all permanent parking lots, including parking spaces, driveways, and maneuvering areas, <br /> shall be surfaced and permanently maintained with asphalt concrete or Portland cement <br /> concrete. In order to provide dust mitigation and prevent debris in the county right-of-way, <br /> the first hundred feet of the driveway from Austin Road will have to be paved pursuant to <br /> Development Title Section 9-1015.5[e]. The surfacing material for the parking area and <br /> access driveway must be shown on the Improvement Plan, <br /> Truck Loading <br /> Pursuant to Development Title Section 9-1015.6(b), two (2) loading spaces are required <br /> for uses having between 20,000 and 40,000 square feet, and one (1) additional loading <br /> space is required for every 20,000 square feet over 40,000 square feet. The project <br /> consists of 93,808 square feet. As a result, four (4) loading spaces are required. <br /> Pursuant to Development Title Section 9-1015.6(c), loading spaces shall be a minimum <br /> twenty-five (25) feet in length and fifteen (15) feet in width, and shall have a minimum <br /> height clearance of fourteen (14) feet. The loading spaces must be shown on the <br /> Improvement Plan. <br /> Access and Circulation <br /> Pursuant to Development Title Section 9-1015.5(h)(1), access driveways shall have a <br /> width of no less than twenty-five (25) feet for two-way aisles and sixteen (16) feet for <br /> 2 <br />
