The circulation patterns for ingress and egress traffic and aisle widths <br /> must clearly be shown on the Improvement Plan. <br /> Lighting <br /> The applicant states the hours of operation are from 5:00 a.m. to 8:00 p.m. Pursuant to <br /> Development Title Section 9-1015.5(g), parking lot and security lighting must be installed if <br /> the parking area is to be used at night and all lighting must be designed to confine direct <br /> rays to the premises with no spill over. Parking lot lighting shall be shown on the <br /> Improvement Plan- <br /> Williamson Act Principals of Compatibility <br /> The proposed project site is currently under Williamson Act contract No. WA-72-C1-185. <br /> The contract restricts development to uses that are compatible with the Williamson Act <br /> and Development Title Section 9-1805. "Compatible use" as defined in the Williamson <br /> Act includes uses determined by the County to be compatible with the agricultural, <br /> recreational, or open-space use of land within the preserve and subject to contract. <br /> (Government Code Section 51201[e]) (Development Title Section 9-1810.3[b]) <br /> 1. The use will not significantly compromise the long-term productive agricultural <br /> capability of the subject contracted parcel or parcels or on other contracted <br /> lands in agricultural preserves <br /> • This Principle of Compatibility can be made because an agricultural <br /> processing facility will not displace any agricultural operations. The <br /> property is currently used for orchards and private packing facility, <br /> which will remain. The use on the subject property will remain in <br /> agriculture and will therefore not significantly compromise the long <br /> term productive capability of the subject contracted parcel or other <br /> contracted lands in agricultural preserves. The use is an approved use <br /> on contracted land pursuant to Development Title Section 9-1810.3. <br /> 2. The use will not significantly displace or impair current or reasonably foreseeable <br /> agricultural operations on the subject contracted parcel or parcels or on other <br /> contracted land in agricultural preserves. Uses that significantly displace <br /> agricultural operations on the subject contracted parcel or parcels may be <br /> deemed compatible if they relate directly to the production of commercial <br /> agricultural products on the subject contracted parcel or parcels or neighboring <br /> lands including activities such as harvesting, processing, or shipping. <br /> • This Principle of Compatibility can be made because, although the use <br /> may displace current agricultural operations, the proposed agricultural <br /> processing facility relates directly to the production of agricultural <br /> products. The proposed use will occur on 7.5 acres of an existing 20- <br /> acre parcel. The remaining portion of the parcel will continue to remain <br /> as orchards. <br /> 3. The use will not result in the significant removal of adjacent contracted land from <br /> agricultural or open-space use.
