Arata Rd
Stockton, CA 95215
Subject: Three Palms Grocery SITE CODE: 1830
6732 Hwy 88, Stockton, CA
The San Joaquin County Environmental Health Department (EHD) has reviewed "Final
Remediation Plan Three Palms Grocery" (FRP) dated October 1, 2008, prepared by ATC
Associates Inc. (ATC) for the above subject site and provides the following comments.
The FRP proposes soil vapor extraction to remediate the contaminated soil and natural attenuation
to remediate the contaminated groundwater. The EHD approves of these remedial alternatives for
remediation of the contamination at the site as adequate and necessary.
The FRP proposes using vapor extraction wells VW1, VW2, VW3, VW4 and proposed VW5. In a
letter dated August 27, 2008, the EHD requested technical justification for installation of additional
vapor wells and use of VW1, VW2 and VW3 which was not provided in the FRP On October 30,
2008, the EHD had a telephone conversation with ATC, who summarized the discussion in
electronic mail dated October 31, 2008, to the EHD. Influent vapor samples collected from VW2
and VW3 during the vapor extraction test in November 2005 did have contaminant concentrations.
Vapor well VW5 is proposed to remediate the soil contamination found in MW5. Photo ionization
detector readings of the vapors from the sample ports to be installed on the piping from each vapor
well will be used to decide use of each well. This use of all the wells is to ensure sufficient radius of
influence to cover the area of soil impact and reduce the overall length of operation of the system.
The EHD will conduct public notification (inform the public) of the proposed actions in the FRP by
posting the enclosed notice at the site and in our office and by having a copy of the FRP in our
office for review.
Please proceed with application for permits to construct and operate the vapor extraction system
from the San Joaquin Valley Air Pollution Control District and the San Joaquin County Community
Development Department and other agencies as necessary.
If you have any questions, please contact me at (209) 468-3449.
Margaret Lagorio, REHS
Program Coordinator
Enc.
cc: Jim Barton, CVRWQCB
Jeanne Homsey, ATC Associates,1117 Lone Palm Ave., Suite 201, Modesto, CA, 95351
