Three Palms Grocery ~- Page 2
6732 Hwy 88 June 30, 2008
Stockton, CA
The EHD approves of the chosen remedial alternatives for soil and groundwater at this site. Prior
to approval of the installation of additional VE wells or utilizing VW1, VW2 and VW3, technical
justification must be provided.
A mass calculation for contamination in the soil was provided in the CAP Addendum which is twice
the mass that was calculated in 2001. Many additional soil sample results have been obtained
since the original calculation but the only soil results with high concentrations are those from VW4.
Using Figure 4 in the CAP Addendum it is not clear what is Zone Area 1 and what is Zone Area 2.
Please provide clarification of the zones and sample locations within the zones that were used to
calculate the mass.
A concise executive summary of the CAP that describes the contamination at the site and how it
will be remediated must be prepared and submitted to the EHD. The executive summary will be
used by the EHD for public notification, prior to final approval of the corrective action plan. Unless
technical justification is provided for additional VE wells and the use of VW1, VW2, and VW3, a
new drawing of the soil vapor extraction system layout should also be submitted.
Please submit clarification information for the mass calculation, the executive summary of the CAP,
technical justification if you still want to install additional VE wells and use VW1, VW2 and VW3 and
a drawing of the soil vapor extraction system layout to the EHD by October 1, 2008.
The Report shows that monitoring well MW5 has not been sampled since January 2008 and
recommends attempting to locate and make accessible MW5 for monitoring and sampling. It is a
violation of the San Joaquin County Well Standards to abandon (not use or properly destroy) a
well, this well must be found.
If you have any questions, please contact me at (209) 468-3449.
Margaret Lagorio, REHS
Program Coordinator
c: Jim Barton, CVRWQCB
Jeanne Homsey, ATC Associates,1117 Lone Palm Ave., Suite 201, Modesto, CA, 95351
