No <br /> spillover beyond the property line shall be permitted, <br /> except onto public thoroughfares, provided, however, <br /> that such light shall not cause a hazard to motorists. <br /> Lighting details shall be shown on the Improvement <br /> Plan. (Development Title Section 9-1015. 5{gj {4}) <br /> f. Landscaping shall be installed in accordance with the <br /> approved Site Plan and Improvement Plan. Landscaping <br /> details shall be consistent with Chapter 9-1020 of the <br /> Development Title, be included on the Improvement Plan, <br /> and be installed prior to issuance of the Certificate <br /> of Occupancy for the office/maintenance building. <br /> g. Litter shall be picked up on a daily basis on the <br /> project site and along the sites frontage on Mac Arthur <br /> Drive. Litter shall be picked up on surrounding <br /> properties as needed. <br /> h. Except for the wood and yard waste composting <br /> operations, all waste handling and transfer operations <br /> shall take place within the approved transfer building. <br /> i. All doors, windows, and unscreened openings at the <br /> transfer building shall remain closed unless in actual <br /> use. <br /> j . All new cuts and fills shall be consistent with the <br /> geotechnical recommendations contained in Appendix F of <br /> the Final EIR. In areas where slopes are steeper than <br /> 2 : 1 the following mitigation measure shall be <br /> implemented: regrade slopes to 2 : 1 or flatter, or set <br /> back all improvements at least 30 feet from the top and <br /> bottom of slopes, or erect landslide debris barriers. <br /> k. Construction of fills, foundations, slabs and roadways <br /> on-site shall be in accordance with the geotechnical <br /> recommendations contained in Appendix F of the Final <br /> EIR. <br /> 1. Placement of plastic sheeting, debris fences, silt <br /> fences and/or hay bales shall be utilized to protect <br /> disturbed surfaces during storms during construction <br /> activities. Following construction, all disturbed <br /> surfaces, especially slopes, shall be revegetated. <br />
