ADDENDUM TO APPLICATION OX-91-2
A MINING AND RECLAMATION PERMIT
ROSE PROPERTY,TEICHERT AGGREGATES
December 1990
This text has been prepared in response to questions raised at the meeting of
December 3, 1990. The meeting was attended by Kitty Walker, Wylla Satterness,
Tom Gau (San Joaquin County staff), Dick Cecchi and Roger Towers (Nolte and
Associates), Ron Heinzen (Kleinfelder, Inc.) and Lillie Noble and Randy Sater
(Teichert Aggregates).
Areas addressed in this addendum include Teichert's response to comments
from the Division of Mines and Geology and PG&E, text clarifications, minor
revisions to map labels, and graphics to illustrate groundwater depth. Mitigation
actions in response to the concerns of Triple E Produce are also suggested.
Mines and Geology Letter of November 20, 1990
As stated in the original application, Teichert proposes to excavate a ±50.6-acre
portion of the ±55.9-acre Rose property. Due to the relatively small acreage
involved, the proposed depth of the excavation, the presence of clay lenses, and
the need for maneuverability, Teichert has proposed a single-phase operation
with an estimated duration of three years. Of course, the market demand for
aggregate will play a central role in controlling the rapidity of excavation and,
consequently, will control reclamation efforts as well.
Reclamation
Since Rose is to be mined as a single-phase operation, final quantifiable
reclamation will occur at the conclusion of harvesting. Intermediate actions, such
as seeding of bermed topsoil, establish benchmarks toward reclaiming the
property. To ensure reclamation as outlined in our application, Teichert will
1
