execute a $150,000 bond in favor of San Joaquin County and the State Geologist
as a good faith guarantee.
Rough reclamation will begin shortly after the first material is removed and will
continue throughout the life of the mining operation. Teichert proposes to
reclaim on an annual basis, reclaiming the maximum amount possible as
governed by the restraints of efficiency and market conditions. Upon the
conclusion of harvesting, overburden will be replaced on the pit floor. Teichert
will then laser-plane the pit floor and restore the property to agricultural use.
Nutrients will be added to the soil, and a farming lease will be negotiated to allow
for the production of crops.
Final reclaimed slopes will be hydroseeded and/or broadcast seeded with an
erosion control mixture. Teichert has previously used a combination of grasses
and legumes with great success. A typical erosion mix would consist of blando
bromegrass, luna pubescent wheatgrass, rose clover, and zorro annual fescue.
Teichert has had great success in farming below grade in the Sacramento area
and will pass on this extensive knowledge to the lease farmer to help him achieve
a productive yield. Teichert has also consulted with the McCARTY Company,
consultants specializing in agricultural production, to receive input on the
development of reclamation goals in San Joaquin County. Collectively, Teichert,
the McCARTY Company, and the lease farmer will work to achieve productive
yields on the reclaimed lands.
Removal of the aggregate is integral to successful farming of the Rose property
since excessively rapid drainage of irrigation waters has hindered farming efforts
in the past. Pat McCarty will accompany Teichert to Planning Commission
hearings. His professional credentials will allow him to answer questions
concerning the return of the Rose property to an agricultural use.
2
