Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve the Revisions of Approved Actions application for Excavation Permit No. EP-84-10 <br /> based on the Findings and subject to the Conditions of Approval recommended in the staff <br /> report. <br /> Findings <br /> 1. The proposal is for the removal of regionally significant or scarce deposits of mineral resources <br /> and not for the removal of prime farmland. <br /> • This Finding can be made because the project site is recognized by the State of <br /> California as regionally significant for its aggregate content and because the site will <br /> be returned to agricultural uses following reclamation of the excavated areas of the <br /> project site. The revision to the adopted Conditions of Approval will not adversely <br /> affect either the excavation or reclamation of the site. <br /> 2. The proposed reclamation of the property upon completion of the excavation will leave the <br /> property in a condition which will allow its reuse. <br /> This Finding can be made because the agricultural viability of the excavated areas will <br /> be improved by the removal of sand and gravel from the root zone. Following <br /> excavation, the site's topsoil will be replaced and nutrients added to the soil to <br /> further improve its viability. A farming lease will be negotiated to allow crop <br /> production on the site after final reclamation. The revision to the adopted Conditions <br /> will not alter the requirements for reclamation of the site. <br /> 3. Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare, <br /> or be injurious to the property or improvements in the vicinity. <br /> • This Finding can be made because all of the potentially significant, adverse <br /> environmental impacts associated with the project can be mitigated to a less than <br /> significant level.
