A Blanket Transportation Permit will be required for the overload vehicles crossing <br /> MacArthur Drive, and a bond will be required to ensure that MacArthur Drive is maintained to public road <br /> standards and in a condition equal to, or better, than before the excavation is started. <br /> Reclamation <br /> During the excavation process, the topsoil will be salvaged and stockpiled. Within two years of the <br /> completion of the first phase, the topsoil will be replaced and that phase reclaimed. The finished elevation <br /> of reclaimed surface will be approximately 28 feet below the existing ground surface. <br /> The property will be reclaimed in accordance with the reclamation standards developed by the State of <br /> California, Department of Conservation, Division of Mines and Geology, pursuant to the Surface Mining <br /> and Reclamation Act (SMARA), Section 2773(b). Stockpiled topsoil left in place for more than one mining <br /> season will be planted with a suitable cover crop to reduce erosion and help maintain aeration and <br /> microbiological activity. Deep ripping will be required as the stockpiled soils are replaced and <br /> reconstructed. Leveling, slope, surface, and subsoil drainage will be engineered to accommodate forage <br /> and row crops.
