crossing be paved. A Blanket Transportation Permit will be required for the overload vehicles crossing
MacArthur Drive, and a bond will be required to ensure that MacArthur Drive is maintained to public road
standards and in a condition equal to, or better, than before the excavation is started.
Reclamation
During the excavation process, the topsoil will be salvaged and stockpiled. Within two years of the
completion of the first phase, the topsoil will be replaced and that phase reclaimed. The finished elevation
of reclaimed surface will be approximately 28 feet below the existing ground surface.
The property will be reclaimed in accordance with the reclamation standards developed by the State of
California, Department of Conservation, Division of Mines and Geology, pursuant to the Surface Mining
and Reclamation Act (SMARA), Section 2773(b). Stockpiled topsoil left in place for more than one mining
season will be planted with a suitable cover crop to reduce erosion and help maintain aeration and
microbiological activity. Deep ripping will be required as the stockpiled soils are replaced and
reconstructed. Leveling, slope, surface, and subsoil drainage will be engineered to accommodate forage
and row crops. The topsoil chemical status, organic matter, and bulk density will be evaluated after the
soils have been reconstructed, leveled, and supplemented as necessary.
San Joaquin County QX-96-2/Teichert
Community Development Page 9
