CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> TEICHERT AGGREGATES AND CALAVERAS MATERIALS, INC. <br /> TRACY ROCK PLANT AND FLINTKOTE SETTLING PONDS <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (hereafter Board), <br /> finds that: n n <br /> 1. Teichert Aggregates submitted a Report of Waste Discharge (RWD), dated 10 January <br /> 2001, to treat and dispose of industrial wastewater generated at the Tracy Rock Plant, an <br /> aggregate washing facility. Additional information was submitted on 27 February 2001. <br /> 2. Teichert Aggregates owns and operates an aggregate mining and processing facility that <br /> discharges approximately 5.76 million gallons per day(mgd) of wastewater from sand and <br /> gravel washing operations to a settling/recycling pond system. Processing equipment <br /> consists of wash screens and drums, crusher, and vibratory screens. <br /> 3. The facility was constructed in 1930 and has operated fairly consistently since then. <br /> Teichert has owned the facility since the 1950's. The existence of the plant only came to Q <br /> the attention of the Regional Board in December 2000. <br /> 4. The processing facility occupies approximately 10 acres. In the past, approximately three <br /> million tons of aggregate were produced annually. Because of changing market <br /> conditions, the Tracy Rock Plant is expected to produce approximately one million tons of <br /> aggregate per year in the future. The facility is equipped with a scalehouse, office, <br /> equipment shop, and anequipment wash area. <br /> 5. Materials to be processed come from excavations in the surrounding area. No active <br /> quarry pits exist on the Tracy Rock property. <br /> 6. The property and aggregate washing equipment is owned and operated by Teichert <br /> Aggregates. The facility is on Assessor's Parcel Numbers 253-120-12, 14,17, 18, 21, and <br /> 27. <br /> 7. The Tracy Rock Plant is located at 29099 South Macarthur Road, Tracy. The facility is in <br /> Section 16, T3S, R5E, MDB&M as shown on Attachment A, which is attached hereto and <br /> made part of the Order by reference. <br /> 8. The wastewater settling pond area is owned by Calaveras Materials, Inc. and is referred to <br /> as "Flintkote." The area location is presented on Attachment B. The Assessor's Parcel <br /> Number is 253-12-17; the property is located in Section 9, T3S, R5E, MDB&M. The <br /> wastewater ponds at the processing facility, the Flintkote Property, and the recycling <br /> conveyance trenches are collectively referred to as the designated disposal area. <br /> 9. Teichert Aggregates and Calaveras Materials, Inc. are hereafter jointly known as <br /> "Discharger." <br />
