CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION ORDER NO. WASTE DISCHARGE REQUIREMENTS FOR TEICHERT AGGREGATES AND CALAVERAS MATERIALS, INC. TRACY ROCK PLANT AND FLINTKOTE SETTLING PONDS SAN JOAQUIN COUNTY The California Regional Water Quality Control Board, Central Valley Region (hereafter Board), finds that: n n 1. Teichert Aggregates submitted a Report of Waste Discharge (RWD), dated 10 January 2001, to treat and dispose of industrial wastewater generated at the Tracy Rock Plant, an aggregate washing facility. Additional information was submitted on 27 February 2001. 2. Teichert Aggregates owns and operates an aggregate mining and processing facility that discharges approximately 5.76 million gallons per day(mgd) of wastewater from sand and gravel washing operations to a settling/recycling pond system. Processing equipment consists of wash screens and drums, crusher, and vibratory screens. 3. The facility was constructed in 1930 and has operated fairly consistently since then. Teichert has owned the facility since the 1950's. The existence of the plant only came to Q the attention of the Regional Board in December 2000. 4. The processing facility occupies approximately 10 acres. In the past, approximately three million tons of aggregate were produced annually. Because of changing market conditions, the Tracy Rock Plant is expected to produce approximately one million tons of aggregate per year in the future. The facility is equipped with a scalehouse, office, equipment shop, and anequipment wash area. 5. Materials to be processed come from excavations in the surrounding area. No active quarry pits exist on the Tracy Rock property. 6. The property and aggregate washing equipment is owned and operated by Teichert Aggregates. The facility is on Assessor's Parcel Numbers 253-120-12, 14,17, 18, 21, and 27. 7. The Tracy Rock Plant is located at 29099 South Macarthur Road, Tracy. The facility is in Section 16, T3S, R5E, MDB&M as shown on Attachment A, which is attached hereto and made part of the Order by reference. 8. The wastewater settling pond area is owned by Calaveras Materials, Inc. and is referred to as "Flintkote." The area location is presented on Attachment B. The Assessor's Parcel Number is 253-12-17; the property is located in Section 9, T3S, R5E, MDB&M. The wastewater ponds at the processing facility, the Flintkote Property, and the recycling conveyance trenches are collectively referred to as the designated disposal area. 9. Teichert Aggregates and Calaveras Materials, Inc. are hereafter jointly known as "Discharger."
