WASTE DISCHARGE REQUIREMENTS ORDER NO. -2- <br /> TEICHERT AGGREGATES AND CALAVERAS MATERIALS, INC. <br /> TRACY ROCK PLANT AND FLINTKOTE SETTLING PONDS <br /> SAN JOAQUIN COUNTY <br /> 10. Wastewater originates from an earth materials aggregate plant. Water is recycled as much <br /> as possible, however, due to infiltration and evaporation, approximately 1,800 gallons per <br /> minute (2.6 mgd) of makeup water is added when the facility is processing material. All <br /> industrial wastewater generated on site is discharged to a series of settling ponds. No <br /> flocculants are added to the wastewater. <br /> 11. The settling ponds are located within a former gravel aggregate excavation. Visual <br /> observation reveals excess storage capacity. The wastewater ponds that are in use are <br /> located in a much larger excavation that is a former quarry pit. Provision E.Lc requires <br /> that the Discharger complete a water balance to demonstrate that there is adequate <br /> wastewater storage capacity. <br /> 12. Domestic wastewater is discharged to a septic system permitted by the San Joaquin County <br /> Department of Environmental Health. Approximately three to four employees are located <br /> on site. Chemical toilets are provided for site visitors. <br /> 13. The property is zoned for an aggregate plant, asphalt plant, and a concrete batch plant. In <br /> the past, concrete batch plants have been located at the site. Similarly, an asphalt batch <br /> plant was located at the site but has recently been moved to the Teichert Vernalis <br /> processing facility. The Discharger states that based on demand, a portable asphalt plant <br /> could be moved to the Tracy site. In the past, portions of the site have been leased to a <br /> ready mix concrete producer. The Discharger has never operated a ready mix plant at the <br /> site. Presently, the Discharger has no plans for a concrete batch plant at the site but wants <br /> to keep the option open. <br /> 14. Water is supplied by an onsite groundwater supply well equipped with a 4,000 gpm pump. <br /> A second well is located near the scale house which supplies nonpotable water to the <br /> scalehouse. Drinking water for the site is supplied by bottled water. No treatment of <br /> groundwater prior to use is provided. <br /> 15. A neighboring business, Amiron Pipe, discharged excess stormwater to the Flintkote <br /> property until recently. As of 13 February 2001, Amiron has ceased the stormwater <br /> discharge. <br /> 16. Groundwater exists approximately 90 feet below ground surface. Based on interpretation <br /> of the surface topography, groundwater likely flows to the northeast. <br /> 17. The Discharger is not in compliance with the State Water Resources Control Board <br /> (SWRCB) Water Quality Order No. 97-03-DWQ National Pollutant Discharge Elimination <br /> System (NPDES), General Permit No. CAS 000001,Waste Discharge Requirements <br /> (WDRs) for Discharges to Storm Water Associated with Industrial Activities (excluding <br /> construction activities). This WDR requires the Discharger to comply with the NPDES <br /> permitting requirements. <br /> 18. Surrounding land uses are primarily industrial and agricultural. Tracy Municipal Airport is <br /> located west of the site. <br />
