WASTE DISCHARGE REQUIREMENTS ORDER NO. -4- TEICHERT AGGREGATES AND CALAVERAS MATERIALS,INC. TRACY ROCK PLANT AND FLINTKOTE SETTLING PONDS SAN JOAQUIN COUNTY 28. The Board, in a public meeting,heard and considered all comments pertaining to the discharge. IT IS HEREBY ORDERED that Teichert Aggregates and Calaveras Materials Inc., their agents, successors, and assigns, in order to meet the provisions contained in Division 7 of the California Water Code and regulations adopted thereunder, shall comply with the following: A. Discharge Prohibitions: 1. Discharge of wastes to surface waters or surface water drainage courses is prohibited. 2. Operation of an asphalt plant or a concrete plant shall not be performed without providing the Executive Officer at least 180 days notice prior to placement of the plant. The notice shall include a description of the wastewater generation which will result from the asphalt or concrete plant as described in Provision E.l.d. 3. The discharge of Readymix Portland Cement concrete batch plant operations wash water to the settling ponds is prohibited. 4. The discharge of domestic waste to the process wastewater settling ponds is prohibited. 5. Neither the treatment nor the discharge shall cause a nuisance or condition of pollution as defined by the California Water Code, Section 13050. 6. The discharge shall not cause the degradation of any water supply. 7. Discharge of waste classified as hazardous, as defined in Sections 2521(a) of Title 23, CCR, Section 2510, et seq., (hereafter Chapter 15), or `designated', as defined in Section 13173 of the California Water Code, is prohibited. 8. The discharge or deposition of waste from sources other than from the sand and gravel operations at the Tracy Rock Plant or Flintkote property is prohibited. 9. The addition of chemicals to the gravel processing operation is prohibited. 10. Surfacing of wastewater in the septic tank or septic tank leachfield is prohibited. B. Discharge Specifications: 1. The average monthly discharge flow to the ponds shall not exceed 6.0 mgd. 2. Objectionable odors originating at this facility shall not be perceivable beyond the limits of the wastewater treatment area. 3. Water or process wastewater shall be used for dust control or onsite irrigation in a manner that will not cause runoff to uncontrolled areas.
