WASTE DISCHARGE REQUIREMENTS ORDER NO. -4- <br /> TEICHERT AGGREGATES AND CALAVERAS MATERIALS,INC. <br /> TRACY ROCK PLANT AND FLINTKOTE SETTLING PONDS <br /> SAN JOAQUIN COUNTY <br /> 28. The Board, in a public meeting,heard and considered all comments pertaining to the <br /> discharge. <br /> IT IS HEREBY ORDERED that Teichert Aggregates and Calaveras Materials Inc., their <br /> agents, successors, and assigns, in order to meet the provisions contained in Division 7 of the <br /> California Water Code and regulations adopted thereunder, shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1. Discharge of wastes to surface waters or surface water drainage courses is prohibited. <br /> 2. Operation of an asphalt plant or a concrete plant shall not be performed without providing <br /> the Executive Officer at least 180 days notice prior to placement of the plant. The notice <br /> shall include a description of the wastewater generation which will result from the asphalt <br /> or concrete plant as described in Provision E.l.d. <br /> 3. The discharge of Readymix Portland Cement concrete batch plant operations wash water <br /> to the settling ponds is prohibited. <br /> 4. The discharge of domestic waste to the process wastewater settling ponds is prohibited. <br /> 5. Neither the treatment nor the discharge shall cause a nuisance or condition of pollution as <br /> defined by the California Water Code, Section 13050. <br /> 6. The discharge shall not cause the degradation of any water supply. <br /> 7. Discharge of waste classified as hazardous, as defined in Sections 2521(a) of Title 23, <br /> CCR, Section 2510, et seq., (hereafter Chapter 15), or `designated', as defined in Section <br /> 13173 of the California Water Code, is prohibited. <br /> 8. The discharge or deposition of waste from sources other than from the sand and gravel <br /> operations at the Tracy Rock Plant or Flintkote property is prohibited. <br /> 9. The addition of chemicals to the gravel processing operation is prohibited. <br /> 10. Surfacing of wastewater in the septic tank or septic tank leachfield is prohibited. <br /> B. Discharge Specifications: <br /> 1. The average monthly discharge flow to the ponds shall not exceed 6.0 mgd. <br /> 2. Objectionable odors originating at this facility shall not be perceivable beyond the limits <br /> of the wastewater treatment area. <br /> 3. Water or process wastewater shall be used for dust control or onsite irrigation in a <br /> manner that will not cause runoff to uncontrolled areas. <br />
