WASTE DISCHARGE REQUIREMENTS ORDER NO. -5- <br /> TEICHERT AGGREGATES AND CALAVERAS MATERIALS, INC. <br /> TRACY ROCK PLANT AND FLINTKOTE SETTLING PONDS <br /> SAN JOAQUIN COUNTY <br /> 4. The discharge shall remain within the designated disposal area at all times. Wastewater <br /> shall not be discharged to areas not referred to in Finding No. 8. <br /> 5. As a means of discerning compliance with Discharge Specification No. B.2, the dissolved <br /> oxygen content shall not be less than 1.0 mg/1 in any pond at any time, as measured at a <br /> point at as far as practical from the pond inlet and within one foot of the water. <br /> 6. The wastewater treatment ponds shall not have a pH of less than 6.5 or greater than 8.5. <br /> 7. The Discharger shall operate all systems and equipment to maximize treatment of the <br /> wastewater and optimize the quality of the discharge. <br /> 8. The ponds shall be managed to prevent breeding of mosquitoes. In particular, <br /> a. An erosion control program should assure that small coves and irregularities are not <br /> created around the perimeter of the water surface. <br /> b. Weeds shall be minimized through control of water depth, harvesting, or herbicides. <br /> c. Dead algae, vegetation, and debris shall not accumulate on the water surface. <br /> 9. The Discharger's wastewater system shall be designed, constructed, operated, and <br /> maintained to prevent inundation or washout due to floods with a 100-year return <br /> frequency. <br /> 10. All stockpiled products shall be managed to prevent erosion of sediment to surface water <br /> drainage courses. <br /> 11. The freeboard in all ponds shall never be less than two feet as measured vertically from <br /> the water surface to the lowest point of overflow. <br /> 12. The wastewater ponds shall have sufficient capacity to accommodate allowable <br /> wastewater flow, design seasonal precipitation, and ancillary inflow and infiltration. <br /> Design seasonal precipitation shall be based on total annual precipitation using a return <br /> period of 100 years, distributed monthly in accordance with the historical rainfall <br /> patterns. <br /> 13. On or about 1 November of each year, available ponds storage capacity shall at least <br /> equal the volume necessary to comply with Discharge Specifications B.11 and B.12. <br /> 14. The Discharger shall comply with all applicable sections of the Aboveground Petroleum <br /> Storage Tank Regulations (Section 25270, Health and Safety Code). <br /> 15. Only domestic wastewater shall be discharged to the domestic wastewater treatment <br /> system (septic system). <br /> 16. Septage generated in the septic tank shall be discharged to a permitted municipal <br /> wastewater treatment or equivalent facility. All transportation of septage or other <br /> wastewater shall be performed by a duly authorized service. <br /> 17. The Discharger shall comply with storm water discharges at the site which are regulated <br /> under the State Water Resources Control Board (SWRCB) Water Quality Order No. 97- <br />
