WASTE DISCHARGE REQUIREMENTS ORDER NO. -6- <br /> TEICHERT AGGREGATES AND CALAVERAS MATERIALS, INC. <br /> TRACY ROCK PLANT AND FLINTKOTE SETTLING PONDS <br /> SAN JOAQUIN COUNTY <br /> 03-DWQ National Pollutant Discharge Elimination System(NPDES), General Permit <br /> No. CAS 000001, Waste Discharge Requirements (WDRs) for Discharges to Storm <br /> Water Associated with Industrial Activities (excluding construction activities). <br /> C. Solids Disposal Requirements: <br /> 1. Collected screenings, sludge, and other solids removed from liquid wastes shall be <br /> disposed of in a manner approved by the Executive Officer, and consistent with <br /> Consolidated Regulations for Treatment, Storage, Processing, or Disposal of Solid <br /> Waste, as set forth in Title 27, CCR, Division 2, Subdivision 1, Section 20005, et seq. <br /> 2. Any proposed change in sludge use or disposal practice from a previously approved <br /> practice shall be reported to the Executive Officer in the next monthly monitoring report. <br /> 3. Disposal of septage shall comply with existing Federal, State, and local laws and <br /> regulations, including permitting requirements and technical standards included in 40 <br /> CFR 503. <br /> 4. If the State Water Resources Control Board and the Regional Water Resources Control <br /> Board are given the authority to implement regulations contained in 40 CFR 503, this <br /> Order maybe reopened to incorporate appropriate time schedules and technical <br /> standards. The Discharger shall comply with the standards and time schedules contained <br /> in 40 CFR 503 whether or not they have been incorporated into this Order. <br /> D. Groundwater Limitations: <br /> The discharge, in combination with other site derived sources, shall not cause underlying <br /> groundwater to contain waste constituents in concentration statistically greater than <br /> background water quality, except for coliform bacteria. For coliform bacteria, increases shall <br /> not cause the most probable number of total coliform organisms to exceed 2.2 MPN(100 ml <br /> over any 7-day period. <br /> E. Provisions: <br /> 1. The following reports shall be submitted pursuant to Section 13267 of the California <br /> Water Code: <br /> a. By 31 July 2001, the Discharge shall comply with the State Water Resources <br /> Control Board (SWRCB) Water Quality Order No. 97-03-DWQ National Pollutant <br /> Discharge Elimination System (NPDES), General Permit No. CAS 000001, Waste <br /> Discharge Requirements (WDRs) for Discharges to Storm Water Associated with <br /> Industrial Activities (excluding construction activities)by either filing a Notice of <br /> Intent or a Notice of Non-Applicability. <br /> b. By 21 September 2001, the Discharger shall submit a report,prepared by a <br /> California Registered Engineer, which describes the freeboard measurement <br />
