Box 15002 <br /> Sacramento, CA 95851-1002 <br /> REQUEST FOR REPORT OF WASTE DISCHARGE, TEICHERT AGGREGATES <br /> FACILITY, TRACYROCKPLANT, TRACY, SANJOAQUIN COUNTY <br /> On 27 November 2000, I learned of the Tracy Rock Plant by the Pereira 2000 Application for <br /> Aggregate Mining and Reclamation Entitlements submitted to the City of Tracy by Teichert <br /> Aggregates. Information included in the application for the Pereira site referred to the Tracy <br /> Rock Plant processing facility. The Tracy Rock Plant has not been issued Waste Discharge <br /> Requirements (WDRs). Section 13260 of the California Water Code requires submittal of a <br /> Report of Waste Discharge prior to initiating discharge of wastewater. Teichert Aggregates is <br /> apparently operating the Tracy Rock Plant in violation of the Water Code. <br /> To initiate the WDR process,please submit a Report of Waste Discharge (RWD). The RWD <br /> consists of the enclosed Form 200 and a technical report that will serve as your response to <br /> Sections VI and VII of Form 200. The technical report must, at a minimum, address all items <br /> listed on the enclosed sheet entitled"Additional Information Requirements" and must be <br /> prepared under the supervision of a California Registered Engineer or Engineering Geologist <br /> familiar with wastewater processes. The RWD shall also include any additional information <br /> required to explain the site specific processes. Initial evaluation of the Tracy Rock facility threat <br /> to water quality and complexity indicates it will be classified a 2-C site; please enclose a check <br /> for $900 with your RWD made out to "State Water Resources Control Board.
