Project Description
Tracy Material Recovery Facility and Transfer Station Expansion
30703 5. MacArthur Drive, Tracy, California 95377
Wood Waste Storage and Processing
Wood is separated from commercial, industrial, self-haul, and residential waste streams
in the sorting area and stockpiled on site. Once a sufficient stockpile is accumulated, the
material is chipped/ground and loaded into transfer trailers for delivery to biomass ,
power plants or sold as mulch to local markets.
Administration and Maintenance Building
The administrative offices and maintenance occupy a common building at the southern
end of the site. The building contains offices and work areas for management personnel
and administrative employees, restrooms, conference rooms, storage and equipment
rooms, in addition to mechanical equipment and tools for use in the maintenance and
repair of company vehicles and waste handling equipment.
Household_Hazardous Waste and Universal Waste and Appliance Recycling i
Used oil, oil filters, automotive batteries, and used antifreeze are received on a
continuous basis. Electronic waste, including (but not limited to) televisions, computers
and monitors, and other small appliances are accepted at the facility.
Appliance recycling — involving the removal of mercury switches and Freon from
household appliances (including refrigerators, clothes washers and dryers, and other
"white goods" — occurs on an area at the north end of the compost pad; these activities
may also occur inside the MRF/TS building, especially during inclement weather.
Treated wood waste, fluorescent light tubes, cellular phones, and household batteries,
mercury switches and Freon, and other regulated substances are segregated from the
waste stream and managed in accordance with California Department of Toxic
Substance Control regulations.
Full Solid Waste Facility Permit
The Project Description will be further described in detail within three separate
documents for operations that are in a format to be considered for permitting by the
California Integrated Waste Management Board and the County of San Joaquin
Environmental Health Department — acting as the Local Enforcement Agent (LEA) — for
the following solid waste processing and handling activity:
i
Transfer/Processing Report
The proposed expansion to activities at the Tracy MRF & TS will be cause to revise the
current Full Solid Waste Facility Permit issued by (LEA) by the California Integrated
[ Waste Management Board and The facility will be inspected monthly by the LEA with
this Transfer/Processing Report acting as the stand alone operational document to
remain on-site for the LEA to utilize when inspecting the facility for compliance with
state minimum standards. The Transfer/Processing Report format will be utilized to
permit the facility, and will be used to implement mitigation measures derived from the
Use Permit modification and environmental assessment.
6
170.18.03 CUP Project Description 121807
r
