Project Description
Tracy Material Recovery Facility and Transfer Stat/on Expansion
30703 S. MacArthur Drive, Tracy, California 95377
Nft.- will be facing downwards and inwards towards the facility and will not point outwards
and subject neighboring properties to glare.
Access:
Access to the site is via MacArthur Drive. Primary routes of delivery to the site include:
MacArthur Drive, Linne Road, Corral Hollow Road, and Tracy Boulevard. Regional access
to the facility is provided by Highways 5 and 580.
Roads:
All site maneuvering and parking lots, Compost Facility, C&Dllnert Processing Facility
operations area, and adjacent roads in the expansion area are paved with asphalt-
concrete or concrete.
Visual Screening:
The driveway and entrance areas to the facility are the only ground level areas visible to
passersby. A daily (at minimum) site walk by facility personnel focuses on ensuring that
the entry and driveway are free of debris and a clean appearance maintained.
There is slatted chain link fencing surrounding accessible portions of the site to screen
the operation from the view of the public on the adjacent streets. A landscaped setback
area consisting of living plant materials—a mix of shrubbery, turf, and trees is utilized to
screen the facility.
There are no scenic vistas or scenic highways visible from the project site; nor is the
facility visible from any nearby scenic vista or scenic highway.
Parkinq Areas:
There are three parking lot areas as shown on the site plan and listed in Table 8 below.
Current employee and truck parking adjacent to the MRF & TS building is within the 8.4
acre composting operations area anticipated during permitting of the facility in 1993. As
the composting operations area will be maximized to the full extent of the 8.4 acres, the
employee and truck parking areas will be relocated to the southern expansion area, as
shown on the site plan.
Table 8 – Parking Areas
Service Area Parking Spaces
Office and Maintenance building Current 24 parking spaces, 3 handicap
Office and Maintenance building – New 45 parking spaces, 4 handicap
expansion for employee parking (including 2 van spaces)
Truck Parking Area New 85 parking spaces
15
170.98.03 CUP Project Description 121807
