g) The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of each building permit application. The fee shall be automatically adjusted <br /> July 1 of each year by the Engineering Construction Cost Index as published by the <br /> Engineering News Record. (Resolutions R-00-433) <br /> h) The Regional Transportation Impact Fee shall be required for this development. The fee is due <br /> and payable at the time of each building permit application. The fee is based on the current <br /> schedule. (Resolution R-06-38) <br /> i) Drainage from the site shall be retained on-site by a retention basin and meet the requirements <br /> of San Joaquin County Development Standards. Retention ponds shall be fenced with six (6) <br /> foot high chain link fence or equal when the maximum design depth is 18 inches or more. <br /> Required retention basin capacity shall be calculated by a registered civil engineer, licensed <br /> contractor or an architect prior to release of Building Permit. (Development Title Section 9- <br /> 1135.9) <br /> j) A copy of the Final Site Plan shall be submitted prior to release of building permit. <br /> k) Applicant shall submit Permit Registration Documents (PRD's)to the State Water Resources <br /> Control Board (SWRCB)and subsequently submit the Waste Discharge Identification (WDID) <br /> Number to the Department of Public Works prior to issuance of any building permits. <br /> I) Prior to the issuance of the first building permit,the applicant shall pay Public Works <br /> $30,000.00 to be used for the interim repairs to MacArthur Drive. <br /> 3) ENVIRONMENTAL HEALTH (Staff Contact:Ted Tasiopoulos: (209)953-7698) <br /> a) Submit to the Environmental Health Department revised site plans showing the maximum <br /> number of employees and customers the sewage disposal system is being designed for. In <br /> addition, show on revised plans that the leach field area will be barricaded so it cannot be <br /> driven over, parked on, or used as a storage area. This leach field area must be used for that <br /> specific purpose only, and it cannot contain any underground utility lines (San Joaquin County <br /> Development Title, Section 9-1110.4(c)(5)). In addition,the revised site plan shall incorporate <br /> the 100% designed sewage disposal replacement area. <br /> b) If the existing septic system is determined to be inadequate for the proposed expansion, then <br /> construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development(San Joaquin County <br /> Development Title, Section 9-1110.3 &9-1110.4). <br /> The following comments refer specifically to Solid Waste Facility Permit#39-AA-00-24: <br /> c) The project description indicates that it is being submitted in the form of a Transfer Processing <br /> Report (TPR)format and includes a Report of Compost Site Information (RCSI)document. The <br /> two documents are being evaluated as a proposed project description only. The documents will <br /> require further review during the Solid Waste Facility Permit(SWFP) process. <br /> d) The project description indicates on Page ES-7 that the facility will operate 24 hours per day. <br /> The document does not include an analysis for impacts from noise and lighting. Provide an <br /> analysis of the impacts regarding noise and lighting. <br /> e) The project description proposes to increase hours of operation, vehicle traffic, tonnage and <br /> building size. The discussion regarding facility design is not adequate. The proposed increases <br /> in waste and traffic volumes are 2.5 and 3 times the existing approved volumes.
