This act further mandates that this diversion rate increase to 5o percent by the year 2000. In compliance with AB SM.the solid Waste Division of the San Joaquin Cocuty Depannwit of Public works has prepared a Source Redac dOn and Recycling Element(SRRE). This SRRE in&=es that a regional materials recovery facility shod be developed In the south County area with the following soli waste functions: material recovery,transfer of residual waste, composting, and wood:processing, The Proled appy.Tracy Delta Solid Waste Management, Ino-, of Tracy.California, currently provides refuse collection for the Cky of Tracy and portions of the unincorporated sough County area Collected refuse is then disposed Of at the County-owned Corral.Hol_iow Landfel located approximately fire Mies southwest of the City of Tracy along Highway 580. Tracy Delta Solid Waste Mariagerrisrt, Inc., Is seeking to establish ths'Tracy Materials Recovery and Transfer Facility in order to provide matotrisls recovery and transfer services, given the planned Closure of the Corral Hollow Landf 1. Until the County establishes a replacement site for the Corral Hollow Landrtl, solid waste will be transferred via the proposed Tracy Materials Recovery and Transfer Facility to either the North County or FoothM Sanitary Landfliis. Without the proposed transfer stat'wn, the waste would be hauled to these landfills (a Mance of'approocimately 45 miles one way) by commercial cxollecilon vehicles and private residents. With the proposed transfer stafion,waste would' be transported from the project site to one Of the landfills in large trailers with up to 25-ton capacity. To date,the County has not been successful In locating a replacemw ske for the dosing landfill. However,the County irtends to permit and develop a new sanitary IanoliN;in the south County area it a site can be identified and secured POLICY CONSIDE S: The site Is designated as AIG(General Agriculture)on the maps of the 2010 General Plan and zoned AG- 40 (General Agriaetura;40-acre rrurtirtxun parcel size), which is a consiken implementing zone for the AIG General Plan designation. The project is consistent with the General Plan Objectives and Policies regarding the operedw and locationn of waste facilities,as described in the Sond Waste Disposal section of the Infrastructure SeMces chapter.
