Glare or distracting lights which could be mistaken for airport lights, reflective materials are not <br /> permitted to be used in structures or signs(excluding traffic directional signs); <br /> 3. Sources of dust, steam, or smoke which may impair pilot visibility; <br /> 4. Sources of electrical interference with aircraft communications or navigation. No transmissions which <br /> would interfere with aircraft radio communications or navigational signals are permitted; <br /> 5. Any proposed use, especially landfills and certain agricultural uses, that create an increased attraction <br /> for large flocks of birds; and <br /> 6. The project sponsor shall abide by the applicable Airport Land Use Plan for Tracy Municipal Airport <br /> and the Federal Airport Administration Advisory Circular No: 150/5200-33B, Hazardous Wildlife <br /> Attractants On or Near Airports. <br /> Air Quality <br /> Currently the applicant conducts the majority of its activities indoors at the Material recovery building consisting of <br /> approximately 47,200 square feet, including the tipping, processing and transfer of municipal solid waste and non- <br /> recyclable residues for land-filling. The applicant proposes to continue the current operation.The applicant is <br /> currently permitted under San Joaquin Valley Air Pollution Control District(SJVAPCD)Permit No. N-3187-4.0. <br /> The applicant prepared and submitted to the Air District a number of studies to address emissions of various air <br /> pollutants, including greenhouse gas emissions.The net increases in daily and annual emissions of various <br /> pollutants were compared with the thresholds of significance as adopted by the SJVAPCD.The study entitled <br /> "Analysis of Air Quality Impacts from Mobile Sources"dated October 6,2010 and prepared by the applicant <br /> concludes that emissions of various pollutants evaluated from mobile sources associated with the proposed <br /> expansion at the Tracy Material Recycling Facility and Transfer Station compared to the thresholds of significance, <br /> mAicatewould not have a significant impact to air quality. air quality impact.The SJVAPCD is in agreement with the <br /> findings developed from the study. <br /> Hazards and Hazardous Materials <br /> The project site will only accept non-hazardous, dry wastes. No liquids or medical wastes will be accepted. <br /> Should these materials be discovered, they will be segregated with particular care to eliminate or control <br /> dust, fumes, vapors, or gasses to protect worker and public safety, prior to their removal from the facility. The <br /> greatest likelihood of hidden hazardous waste being in the waste stream occurs in the C&D debris boxes. <br /> The debris boxes are dumped in the processing area and spread out for sorting. Hazardous materials <br /> discovered dumping may be caused for rejection of the entire load or removal of said materials by the <br /> deliverer for proper disposal.The loads are screened for unacceptable materials by employees during the <br /> sorting process. Unacceptable materials are extracted from the waste, stored, and eventually recycled or <br /> disposed of properly. Household Hazardous Waste(HHW)will be stored in a HHW storage locker at the <br /> adjacent Tracy Material Recycling Facility and Transfer Station building.The HHW storage container and the <br /> storage area conform to the requirements of 22 CCR 66265.170 and HHW will be transported by the <br /> operator or a licensed vendor to a permitted facility for proper handling and/or disposal within 90 days. As <br /> indicated, the project site lies within a reclaimed gravel quarry 30-40 feet in depth below grade, and with the <br /> proposed safety protocols, in place any impacts from HHW are expected to be less than significant. <br /> Letter of Concem <br /> The Community Development Department received one letter of concern from surrounding neighbors <br /> requesting the applicant to remove and dispose of any trash that is deposited on neighboring properties <br /> within 24 hours when contacted.The project applicant has contacted the surrounding neighbors and has <br /> agreed that if contacted by the neighbors; litter shall be picked up on surrounding properties, as needed. <br /> San Joaquin County PA-0800005\Tracy Material Recovery <br /> Community Development Page 6 <br />
