i) Drainage from the site shall be retained on-site by a retention basin and meet the requirements of <br /> San Joaquin County Development Standards. Retention ponds shall be fenced with six(6)foot <br /> high chain link fence or equal when the maximum design depth is 18 inches or more. Required <br /> retention basin capacity shall be calculated by a registered civil engineer, licensed contractor or an <br /> architect prior to release of Building Permit. (Development Title Section 9-1135.9) <br /> j) A copy of the Final Site Plan shall be submitted prior to release of building permit. <br /> k) Applicant shall submit Permit Registration Documents (PRD's)to the State Water Resources <br /> Control Board(SWRCB) and subsequently submit the Waste Discharge Identification(WDID) <br /> Number to the Department of Public Works prior to issuance of any building permits. <br /> 3) ENVIRONMENTAL HEALTH (Staff Contact:Ted Tasiopoulos: (209)953-7698) <br /> a) Submit to the Environmental Health Department revised site plans showing the maximum number <br /> of employees and customers the sewage disposal system is being designed for. In addition, show <br /> on revised plans that the leach field area will be barricaded so it cannot be driven over, parked on, <br /> or used as a storage area. This leach field area must be used for that specific purpose only, and it <br /> cannot contain any underground utility lines (San Joaquin County Development Title, Section 9- <br /> 1110.4(c)(5)). In addition, the revised site plan shall incorporate the 100% designed sewage <br /> disposal replacement area. <br /> b) If the existing septic system is determined to be inadequate for the proposed expansion, then <br /> construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development(San Joaquin County <br /> Development Title, Section 9-1110.3 &9-1110.4). <br /> The following comments refer specifically to Solid Waste Facility Permit#39-AA- 00-24: <br /> c) The project description indicates that it is being submitted in the form of a Transfer Processing <br /> Report(TPR)format and includes a Report of Compost Site Information (RCSI)document. The <br /> two documents are being evaluated as a proposed project description only.The documents will <br /> require further review during the Solid Waste Facility Permit(SWFP)process. <br /> d) The project description indicates on Page ES-7 that the facility will operate 24 hours per day. The <br /> document does not include an analysis for impacts from noise and lighting. Provide an analysis of <br /> the impacts regarding noise and lighting. <br /> e) The project description proposes to increase hours of operation, vehicle traffic, tonnage and <br /> building size.The discussion regarding facility design is not adequate.The proposed increases in <br /> waste and traffic volumes are 2.5 and 3 times the existing approved volumes. The increase in floor <br /> space or building size is not quite 50 percent of the existing building. The EHD has concerns that <br /> the facility operating at full capacity would not be able to safely handle the waste. <br /> f) Vehicle traffic: the project description indicates that the facility is proposing to increase vehicle <br /> traffic from 560 vehicle trips to 1727 vehicle trips per day. The site is confined and the tipping area <br /> is small. <br /> g) Provide calculations that show the number of vehicles that can safely unload at each of the tipping <br /> areas onsite. <br /> h) Provide information showing traffic patterns. <br /> San Joaquin County PA-0800005\Tracy Material Recovery <br /> Community Development Page 13 <br />
