Analysis <br /> Background <br /> On January 16, 2003"the Planning Commission approved PA-02-182 to remove approximately 1 million <br /> cubic yards of rock, sand and gravel from 89 acres in three phases over a period of 11 years. Each phase <br /> will include approximately 30 acres and will take three to four years to complete each phase. The extracted <br /> material will be processed at the existing processing facility(QX-84-2) located on the north side of the <br /> Mokelumne River. <br /> On February 5, 2004:the Community Development Department approved Improvement Plan No. PA- <br /> 0300062 which included the required construction of storm water control berm along the site perimeter. <br /> On September 17, 20:10, the applicant submitted this Revisions of Approved Actions to extend the life of the <br /> permit an additional 7 years for a total of 18 years from the effective date of approval. The new expiration <br /> date of the permit wil[be December 31, 2021. This request is due to the current depressed market <br /> conditions for construction grade aggregate materials. <br /> Reclamation Plan <br /> The applicant is proposing to switch the existing mining phases 1 and 3 in the mining plan. Phase 1 will now <br /> commence on the south end of the project site which is currently phase 3 and phase 3 will replace the <br /> current location of phase 1 which is located on the north end of the project site. There will be no increase in <br /> tonnage, the footpriAor depth.
