Copies of universal waste <br /> disposal records for the last three years were not found on site. Universal waste disposal records shall be retained for <br /> three years and have them readily available for review. The record may take the form of a log, invoice, manifest, bill of <br /> lading, or other shipping document, and shall include the following: <br /> - Name& address of destination facility <br /> -Quantity & type of universal waste <br /> - Date of departure/shipment <br /> Immediately locate a copy of all universal waste disposal receipts for the last three years, maintain them on site, and <br /> submit copies to the EHD. This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 24, 2014. <br /> Consent to perform the inspection, take photos and collect samples was given by Jeremy Bongcaron, mechanic <br /> and owner's son. <br /> Note: No containers were observed on site for the disposal of used antifreeze, spent absorbent, or waste aerosol <br /> cans. <br /> This facility generated an unknown amount of hazardous waste in the last calendar year (Jan-Dec 2013). The <br /> facility had approximately 350-400 gallons of used oil on site. According to Mr. Bongcaron, Mr. San, and the label <br /> on the used oil tank, the used oil was last emptied on September 18, 2014, six days ago. Both Mr. Bongcaron <br /> and Mr. San stated that the used oil tank was full which is why used oil was being stored in other containers. This <br /> facility is currently a large quantity generator and is being moved to a higher permit category (5-25 tons/yr). This <br /> may result in increased permit fees. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at hftp://cers.calepa.ca.gov. Be sure to include <br /> your hazardous waste activity in the Businesses Activities section in CERS in addition to any other relevant <br /> activities and required fields. <br /> Note: The exact capacities of the motor oil and used oil tanks on site could not be determined. Mr. San and Mr. <br /> Bongcaron estimated all 5 tanks to be approximately 200 gallons. Five 55 gallon drums of used oil were also <br /> observed on site. Using these capacities, the site has 1,275 gallons ofAPSA regulated capacity and does not <br /> need a Spill Prevention Control and Countermeasure (SPCC) Plan.
