Bills of lading for the recycling of used oil filters for the last three <br /> years were not found on site. A copy of each bill of lading must be kept on site for at least three years. Immediately <br /> locate a copy of ail bills of lading for used oil filters for the last three years, maintain them on site, and submit copies to <br /> the EHD. This is a Class II violation. <br /> A 55 gallon steel drum of used oil filters was observed in the motor oil storage room with no lid. Three 5 gallon buckets <br /> and a 55 gallon steel drum of used oil filters were observed in the oil drain pit inside the shop without lids or labels. <br /> Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil <br /> filters," and marked with an accumulation start date. Immediately close and label these containers and ensure that all <br /> used oil filters are managed in this way. Since it cannot be determined how long the used oil filters in the pit have been <br /> on site, immediately recycle these filters under a bill of lading and submit a copy of the bill of lading to the EHD. This is <br /> a Class II violation. <br /> 706 Failed to properly manage universal waste electronic devices, CRTs or CRT glass. Awaste television (CRT)was <br /> observed stored on the ground in the yard along the south fence line next to pallets and vehicle parts. According to Mr. <br /> San, the TV was placed outside for disposal approximately one week ago. Universal waste electronic devices, CRTs <br /> and CRT glass shall be stored in a manner that prevents breakage and release to the environment. All broken universal <br /> waste electronic devices, CRTs, and CRT glass and releases shall be immediately cleaned and containerized. <br /> Immediately store all universal waste electronic devices, CRTs, and CRT glass in a manner that prevents breakage and <br /> release to the environment. This is a Class II violation. <br /> 707 Failed to manage aerosol cans in a manner that prevents the unauthorized release of waste. A partially full aerosol can <br /> of brake cleaner was observed on the ground outside the shop, next to the buckets of used oil. Another partially full <br /> aerosol can was observed in the parking lot behind a car tire. Universal waste handlers shall manage aerosol cans in a <br /> manner that prevents a fire, explosion, and the unauthorized release of any universal waste to the environment. The <br /> aerosol cans were picked up by Mr. Bongcaron at the time of inspection. Immediately containerize, and manage <br /> according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how <br /> this waste was managed. This is a Class II violation. <br /> 709 Failed to store used aerosol cans in an accumulation container. Waste aerosol cans were found on the ground outside <br /> the shop, not stored in a container. Waste aerosol cans shall be accumulated in containers. Immediately place these <br /> waste aerosol cans in a structurally sound, compatible container. This is a Class II violation. <br /> 714 Failed to train employees and maintain records on UW handling and emergency procedures. Employees have not had <br /> annual universal waste training. Employees who handle universal wastes (UW) must be trained initially and annually <br /> thereafter. At a minimum, personnel who manage UW shall trained and thoroughly familiar with proper universal waste <br /> management and emergency response procedures relative to those persons' responsibilities, including where <br /> applicable, <br /> 1. types and hazards associated with the UW managed at the facility <br /> 2. proper disposition of UW managed at the facility (e.g. locations of UW containers, or location of centralized UW <br /> area) <br /> 3. proper procedures for responding to releases of UW including the position titles and the means of contacting those <br /> personnel at the facility who are designated to respond to releases <br /> 4. labeling, collecting, handling, consolidating, and shipping UW at the facility, including, but not limited to the <br /> prohibition on the disposal of UW <br /> The UW handler shall maintain a written record by date indication the names of personnel who received the training and <br /> maintain those records for at least three years. Immediately provide employees with initial or refresher UW training. <br /> Submit a copy of the roster and the syllabus to the EHD. This is a Class II violation. <br /> Receive (initial!
