The following is an itemized list of hazardous waste violations that have not been <br /> addressed for JAAS AUTO SERVICE as of August 10, 2015. <br /> Open violations from September 24, 2014 inspection <br /> Violation#301 -Facility not maintained to minimize the release of a hazardous waste. <br /> Black staining was observed on the asphalt surrounding the used oil tank behind the shop. Black, oily staining was <br /> observed on the dirt under the buckets of used oil behind the shop. Puddles and stains of used oil were observed <br /> throughout the floor in the shop pit storage area. Absorbent granules and rags were observed spread throughout the <br /> pit area, some fully saturated with used oil. According to Mr. San, the absorbent is placed in the pit to capture oil <br /> from drips and spills while changing oil. Facilities shall be maintained and operated to minimize the possibility of a <br /> fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the <br /> environment. Immediately clean all stained areas, removed stained soil, collect all used oil and spent absorbent, an( <br /> manage these wastes according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how this waste was managed. This is a Class II violation. <br /> Violation #403 -Failed to keep hazardous waste containers closed except when adding or removing <br /> hazardous waste. <br /> Two 55 gallon steel drums of used oil, a black plastic garbage can of used oil, a 5 gallon blue plastic bucket of used <br /> oil, and a 5 gallon blue steel bucket of used oil were observed behind the shop open, without lids. The used oil tank <br /> was observed with an open bung hole; the bung could not be located at the time of inspection. Three 55 gallon steel <br /> drums of used oil were observed in the shop pit storage area without lids. All hazardous waste containers shall be <br /> closed at all times except when adding or removing waste. Immediately close these containers and ensure all <br /> hazardous waste containers are closed when not adding or removing waste. This is a Class II violation. <br /> Violation #501 -Failed to comply with new hazardous waste tank system assessment requirements. <br /> Facility does not have a tank assessment for the used oil tank. Mr. Bongcaron estimated the tank to be 200 gallons. <br /> The owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and certified by an <br /> independent, qualified, professional engineer, registered in California attesting that the system has sufficient structur, <br /> integrity, is acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks and <br /> containment system are suitably designed. Immediately have an assessment prepared for the used oil tank. Submil <br /> a schedule showing when this will be accomplished to the EHD. This is a Class I violation. <br /> Violation #506 -Failed to conduct daily inspections of hazardous waste tank system and maintain records <br /> onsite. <br /> Inspections of the hazardous waste tank system was not performed and documented. The following items are <br /> required to be inspected at least daily: <br /> 1. overfill/spill control equipment; <br /> 2. aboveground portions of the tank system to detect corrosion or releases of water; <br /> 3. data gathered from monitoring and leak-detection equipment; <br /> 4. outside areas of the tank system including secondary containment to detect erosion or signs of releases of <br /> hazardous waste; <br /> 5. for uncovered tanks, the level of waste in the tank. <br /> Immediately begin required inspections of the hazardous waste tank system, and document the items inspected. <br /> Submit a copy of the inspection log for the next 30 days to the EHD.
