The following is an itemized list of hazardous waste violations that have not been <br /> addressed for JAAS AUTO SERVICE as of August 10, 2015. <br /> Open violations from September 24,2014 inspection <br /> Violation#605-Failed to completely label containers or tanks of hazardous waste. <br /> Two 55 gallon steel drums of used oil, a black plastic garbage can of used oil, a 5 gallon blue plastic bucket of used <br /> oil, and a 5 gallon blue steel bucket of used oil were observed behind the shop without labels. A 5 gallon blue plastic <br /> bucket of used oil was observed next to the used oil tank without a label. Three 55 gallon steel drums of used oil we <br /> observed in the shop pit storage area without labels. All hazardous waste containers shall be marked with the <br /> following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> - hazardous properties (ignitable, corrosive, reactive, toxic) <br /> - physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information. Since <br /> it cannot be determined how long the unlabeled containers of used oil have been on site, immediately contact a <br /> licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the manifest to the <br /> EHD. This is a Class II violation. <br /> Violation#608 -Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. This is a Class II violation. <br /> A 55 gallon steel drum of used oil filters was observed in the motor oil storage room with no lid. Three 5 gallon <br /> buckets and a 55 gallon steel drum of used oil filters were observed in the oil drain pit inside the shop without lids or <br /> labels. Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained <br /> used oil filters," and marked with an accumulation start date. Immediately close and label these containers and <br /> ensure that all used oil filters are managed in this way. Since it cannot be determined how long the used oil filters in <br /> the pit have been on site, immediately recycle these filters under a bill of lading and submit a copy of the bill of lading <br /> to the EHD. This is a Class II violation. <br /> Violation#706 -Failed to properly manage universal waste electronic devices, CRTs or CRT glass. <br /> A waste television (CRT)was observed stored on the ground in the yard along the south fence line next to pallets an, <br /> vehicle parts. According to Mr. San, the TV was placed outside for disposal approximately one week ago. Universal <br /> waste electronic devices, CRTs and CRT glass shall be stored in a manner that prevents breakage and release to th <br /> environment. All broken universal waste electronic devices, CRTs, and CRT glass and releases shall be immediatel <br /> cleaned and containerized. Immediately store all universal waste electronic devices, CRTs, and CRT glass in a <br /> manner that prevents breakage and release to the environment. This is a Class II violation. <br /> Violation #707 - Failed to manage aerosol cans in a manner that prevents the unauthorized release of <br /> waste. <br /> A partially full aerosol can of brake cleaner was observed on the ground outside the shop, next to the buckets of use, <br /> oil. Another partially full aerosol can was observed in the parking lot behind a car tire. Universal waste handlers sha <br /> manage aerosol cans in a manner that prevents a fire, explosion, and the unauthorized release of any universal wase <br /> to the environment. The aerosol cans were picked up by Mr. Bongcaron at the time of inspection. Immediately <br /> containerize, and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how this waste was managed. This is a Class II violation. <br /> Violation#709 -Failed to store used aerosol cans in an accumulation container. <br /> Waste aerosol cans were found on the ground outside the shop, not stored in a container. Waste aerosol cans shall <br /> be accumulated in containers. Immediately place these waste aerosol cans in a structurally sound, compatible <br /> container. This is a Class II violation. <br /> Page 9 of 10 <br />
