Rags contaminated with waste oil and waste absorbent <br /> were observed in the floor of the shop. Facilities shall be maintained and operated to minimize the possibility of a fire, <br /> explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the <br /> environment. Immediately clean up waste fluids and remove stains from the asphalt, and manage according to Title <br /> 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was <br /> managed. <br /> This is a repeat violation, Class ll. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> The following containers were open to the environment while not in use: <br /> -One black, plastic, 55 gallon drum of used oil and fuel filters was observed with the lid off <br /> -One blue, metal, 55 gallon drum of used oil and fuel filters was observed with the lid off <br /> -Two white, plastic, 5 gallon buckets of oily rags were observed with the lids off <br /> -Waste oil tank at the rear of the facility was observed with an open bung hole <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately close <br /> these containers and ensure all hazardous waste containers are closed when not adding or removing waste. <br /> This is a repeat violation, Class ll. <br /> 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. <br /> Facility does not have a tank assessment for the used oil tank on the south end of the facility. The owner or operator <br /> of a hazardous waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, <br /> professional engineer, registered in California attesting that the system has sufficient structural integrity, is <br /> acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks and containment system <br /> are suitably designed. Immediately have an assessment prepared for the 400 gallon used oil tank. Submit a <br /> schedule showing when this will be accomplished to the EHD. <br /> This is a Class I violation. <br /> Page a of 10 <br />
