1 Surface and Subsurface Contamination Report Page 3
VELASQUEZ PROPERTY September 5,2008
WKA No.8237.01
2.0 SITE DESCRIPTION
2.1 Site and Vicinity General Characteristics
The site is located at located at the northwestern intersection of Adelbert Avenue and East Main
Street, just east of the limits of the City of Stockton, in San Joaquin County, California (Figure
1). The site contains at least three known street addresses: 1033 Adelbert Avenue, 1045
Adelbert Avenue, and 4125 East Main Street. San Joaquin County Assessor's Parcel Number
(APN) 157-281-08 identifies the site (Figure. C`a)
The site is currently zoned R-L Zone(Low Density Residential). "This zone is intended to
provide for neighborhoods consisting of detached, single family residences located within or `
' immediately adjacent to population centers which have public services. New lots in this zone are
generally 6,000 - 17,500 square feet" (San Joaquin County, 2008). Surrounding land use consists
of residential areas with some commercial facilities. It is WKA's understanding that the site is
' proposed to be subdivided, separating a private residence from a radiator shop and will remain in (l•Z
the Velazquez family.
2.2 Site Reconnaissance
' A visual site reconnaissance was conducted by WKA on September 3, 2008. On the date of the
site reconnaissance the northern approximate 60 feet of the site contained a single story wood
' framed residence and a detached utility shed. The ground surface of this portion of the site
contained grasses and weeds. Chicken coops were observed near the western side of this area of
' the site. The utility shed contained typical residential-type yard tools and miscellaneous stored
items. Along the western boundary of the site was stored metal framing and wire mesh. The
' yard area of the residence contained a small garden, some open plastic and paper drums used for
bottles/can and trash.
• J
The remaining portion of the site was separated from the residential portion of the site by a
concrete block wall. The portion of the site from the wall to East Main Street contained two
' structures. The structures were constructed on concrete pads and were wood framed with
corrugated metal siding. The structure nearest the residence housed P&J Radiator Service, 1045
Adelbert Avenue, on the date of the site reconnaissance. The business, according to their sign
and observations made by WKA, also sold tires and performed repair work on mufflers, and
welding services. On the date of the site reconnaissance, WKA met with the shop manager, Mr.
