Sierra Club believes that a <br /> Negative Declaration does not comply with CEQA Guidelines. The following should be <br /> addressed in an Environmental Impact Report (EIR): <br /> • Stormwater and drainage <br /> • Biological impacts <br /> • Agricultural land loss <br /> • Transportation impacts <br /> Stormwater and drainage should be handled in a manner that assures that detrimental <br /> environmental impacts do not occur. <br /> It is our understanding that water service is to be provided by Cal Water and that <br /> wastewater treatment will be provided by the City of Stockton. <br /> The biological impacts should be studied via an EIR and mitigated in an appropriate <br /> manner. <br /> San Joaquin County does not have a program for mitigating the loss of agricultural land. <br /> Sierra Club requests that a meaningful agricultural mitigation fee per acre, payable at the <br /> time of the site plan approval,be a requirement for this project in order to avoid its being <br /> "grandfathered" and not needing to mitigate for loss of agriculture land. <br />
