L Lodi,California 95242 RE: Abandoned pit well located at: 4860'East Main Street,Stockton,California 95215 APN(s): 173-210-04 On May 22, 2007 the San Joaquin County Environmental Health Department(EHD)received a complaint stating that a pit well exists at the address stated above. On May 24, 2007 EHD performed an inspection and observed an abandoned brick lined pit well. The pit was not secured at the time of the inspection. Wells that are not in use and are not secured must be destroyed. This well is a violation of the following County Codes/Regulations: I. San Joaquin County Development Title 9, Section 9-1115.5 (f) and San Joaquin County well standards,Section 6.1: When a well no longer functions as originally designed, or cannot appropriately function in place of another design, or has fallen into such a state of disuse or disrepair that it may become a source of impairment to ground water quality, constitutes a safety hazard, or found to be abandoned, it must be destroyed under a well destruction permit. According to the San Joaquin County Development Title 9, Section 9-1115, this department has the authority to: issue an administrative order requiring the owner to take corrective action as necessary to abate a nuisance, cease and desist any improper action, and establish a time schedule according to which the site shall be brought into compliance.
