'..1Phase I Environmental Site Assessment <br /> East Main Street,Stockton,California <br /> December 10,2004 <br /> Page 17 <br /> V <br /> Questionnaires, interviews, and the SJCEHD file review indicate that groundwater beneath the Site has <br /> been impacted by metallic compounds from the MCT Facility. As groundwater from the irrigation wells <br /> has been applied to the Site, there is the possibility of an accumulation of chromium and chromium VI in <br /> the soil. It is Condor's opinion that the chromium contaminated groundwater beneath the Site is a <br /> recognized environmental condition pursuant to the ASTM Standard. Condor recommends that the Site CS. <br /> soil be tested for metals before development begins. <br /> It is Condor's opinion that there are no factors relating to the Site that could be considered historical <br /> recognized environmental conditions pursuant to the ASTM Standard. <br /> L <br /> It is Condor's opinion that the presence of debris, a discarded automobile, two agricultural irrigation <br /> wells, and a possibly PCB-containing electrical transformer located along the western half(APN 173- <br /> 210-05) of the northern Site boundary constitute de minimis conditions pursuant to the ASTM Standard. <br /> There are no indications of leakage on the transformer or on the soil beneath the transformer. Wells can <br /> be conduits for contamination between groundwater and the surface and should be properly abandoned (s 1) <br /> ` prior to development. De minimis conditions generally do not present a material risk of harm to public <br /> health or the environment and would not be the subject of an enforcement action if brought to the <br /> attention of appropriate governmental agencies. <br /> All opinions expressed herein are based upon the evidence reviewed and the assumptions made during the <br /> assessment. <br /> 10.0 CONCLUSIONS <br /> Condor has performed a Phase I ESA in conformance with the scope and limitations of ASTM Practice E <br /> 1527-00 for APNs 173-210-04, 173-210-05, 173-210-06, and 173-210-07 in Stockton, California. Any <br /> exceptions to, or deletions from, this practice are noted in Section 11.0 of this report. The assessment <br /> revealed evidence of two recognized environmental conditions in association with the Site: <br /> ` • The application and accumulation of pesticides on the Site properties. <br /> • The chromium contamination in the groundwater beneath the Site properties. <br /> It is Condor's recommendation that the two Site irrigation wells be closed according to San Joaquin <br /> County Environmental Health Department's standards to prevent a pathway to humans from the <br /> chromium-contaminated groundwater. Condor also recommends soil sampling for total and hexavalent �S <br /> r. chromium, arsenic, and copper to evaluate concentrations of these metals in the Site soils. <br /> The assessment revealed evidence of no historical recognized environmental conditions in association <br /> with the Site. <br /> The assessment revealed evidence of several de minimis conditions in association with the Site: <br /> ` • The two irrigation wells remaining on Site should be properly abandoned prior to <br /> development. Wells can be conduits for contamination between groundwater and the <br /> surface. <br /> • One possible PCB-containing transformer located along the western half(APN 173-210- <br /> 05) of the northern Site boundary, which has no apparent oil staining on the transformer <br /> or on the soil beneath. <br /> • A discarded automobile along the central portion of the southern Site boundary. <br /> t.r1 CONDO <br />
