V Phase 1 Environmental Site Assessment <br /> East Main Street,Stockton,California <br /> December 10,2004 <br /> Page 16 <br /> V <br /> 6.3 INTERVIEW WITH OCCUPANTS <br /> Not applicable. <br /> V <br /> 6.4 INTERVIEW WITH LOCAL GOVERNMENT OFFICIALS <br /> No local government officials were interviewed. <br /> 6.5 INTERVIEWS WITH OTHERS <br /> No other interviews were conducted. <br /> 7.0 ADDITIONAL SERVICES <br /> No additional services were requested. <br /> 8.0 FINDINGS <br /> The general Site area is the location of commercial, residential, and agricultural properties. The Site <br /> consists of one parcel and the portions of three parcels that are currently fallow farmland with two <br /> irrigation wells. These parcels are located south of East Main Street. Site reconnaissance, owner <br /> r. questionnaires, and owner interviews revealed the fields are currently agricultural and have historically <br /> been used for agricultural purposes; irrigation piping is present on the Site properties; and the two Site (-2- 1) <br /> irrigation wells have been sampled for total chromium and chromium VI related to groundwater <br /> r contamination from the MCT facility. During the Site reconnaissance, four electrical transformers were <br /> identified on the Site properties.None of the transformers showed signs of leakage. A transformer located <br /> on APN 173-210-05 was not labeled non-PCB containing. Several vegetative debris piles and a discarded <br /> ` automobile were located along the southern Site boundary. According to a file review for Restricted (3 .3) <br /> Materials Permits and Pesticide Use Reports from the SJCACO, records of pesticides applications at the <br /> Site within the last five years are on file with the office. The review of ASTM-specified databases <br /> revealed 17 locations within the specified radii. File reviews at local regulatory agencies revealed several <br /> files for the ten submitted locations. An assumed groundwater flow direction to the south was utilized in <br /> the course of this assessment. This assumption is based upon the southerly groundwater flow direction <br /> indicated in SJCEHD files for 150 N. Sinclair Avenue, Marley Cooling Tower Company Facility. A <br /> file review at SJCEHD revealed several properties, 4627 E. Main Street, 4075 E. Main Street, and 5458 <br /> Section Road, where USTs have been removed: none appear to pose a risk to the Site properties due to <br /> distance and indicated extent of associated contaminants. <br /> The file review at SJCEHD revealed that Marley Cooling Tower Facility located at 150 N. Sinclair <br /> Avenue, is the location of identified soil and groundwater contamination from metals. According to the <br /> file review information, irrigation and domestic wells in the area surrounding the MCT facility, including <br /> those on Site, have been sampled and chromium-containing groundwater (including chromium VI) was <3.-Zi� <br /> identified on the Site properties' irrigation wells. File review information provided by the SJCACO, <br /> historical information, and Site questionnaires also revealed the historic use of agricultural chemical <br /> applications to the Site properties. <br /> 9.0 OPINION <br /> It is Condor's opinion that the historic application of agricultural chemicals to the Site constitutes a <br /> recognized environmental condition (REC)pursuant to the ASTM Standard.
