` October 31,2005 <br /> NOA Project Number: E05132A <br /> �. If water wells are not properly operated and maintained,they can serve as contamination conduits to <br /> groundwater. Septic systems may be used for inappropriate disposal of hazardous substances. <br /> �. Because the adjacent underground storage tank was removed without a permit,the possibility exists that <br /> contamination may remain in the vicinity of that tank. <br /> �. Because of the distance from the two identified drug labs and one identified Local Oversight Program <br /> case to the subject property,no impact to the property from those sources is anticipated at this time. <br /> The five additional hazardous materials incidents are not anticipated to impact the subject property <br /> v. because in each case the incident was cleaned up by an appropriate agency or contractor. <br /> Based on the location of the Marley Cooling Tower Company to the north of the subject property,the <br /> detection of hexavalent chromium in groundwater to the south of the subject property may indicate that <br /> the groundwater beneath the subject property is contaminated with that constituent. <br /> r Due to the location of the above-ground storage tank and the content of the debris pile on the adjacent <br /> property to the east,no impact to the subject property is anticipated from these features at this time. <br /> The pipe discharging water to the ground on the adjacent property may be indicative of inappropriate <br /> i. waste disposal at that property; further investigation is warranted. <br /> L. 5.0 CONCLUSIONS AND RECOMMENDATIONS <br /> Given the historical use and storage of agricultural chemicals and petroleum products on the subject <br /> V property, meaningful conclusions regarding the presence or extent of such material cannot be <br /> determined without soil sampling and analysis. Such sampling and analysis is particularly warranted in <br /> the conversion of agricultural land to residential uses,as is the case with this property. NOA has been <br /> L, retained by Kimball Hill Homes to perform a Phase II Environmental Site Assessment on the subject <br /> property to investigate whether agricultural chemical residues remain in the soils of the property and <br /> whether contamination exists on the subject property in the vicinity of the former underground storage <br /> tank on the adjacent property. <br /> Once the drums and debris have been cleared from the interior and vicinity of the barn, a qualified <br /> environmental professional should be retained to inspect the area for evidence of contamination which <br /> previously may have been obscured by the debris. <br /> Because no staining was observed in the vicinity of the transformers, the transformers are not <br /> considered an environmental threat to the subject property at this time. Should the property owners <br /> or the EHD be concerned about PCB contamination from the transformers, PG&E should be <br /> contacted to test,retrofit, or replace the transformers. <br /> 12 <br /> r <br />
