L
L December 23,2005
NOA Project Number. E05150A
I
In his responses to the questionnaire, Mr. Barnes indicated that the current owner of the subject
property is Stockon Walker-Main LP,which purchased the property in 2005. The previous owner was
LGeorge Garcia. Mr.Barnes had no knowledge of fuel tanks, chemical storage,or other environmental
issues on the property.
NOA attempted to contact Mr. Garcia as part of the 2004 assessment. Mr. Garcia declined to be , 1
interviewed at that time. It was NOA's understanding that he had only recently purchased the property.
Robert Cafesse, owner of the adjacent property to the west, was interviewed by telephone on October
20, 2005 regarding the former underground storage tank on the subject property (Section 3.1.9). He
indicated that he had spoken to Victor Rolleri, owner of the subject property before George Garcia, and
L Mr. Rolleri told him that he had stopped putting fuel in the tank in 1984. Mr. Rolleri stated that he
removed the tank approximately five years ago,Mr.Cafesse said. Mr.Rolleri described the approximate
location of the former tank to Mr. Cafesse;Mr.Cafesse met NOA at the property on October 24,2005
L and indicated this location as a soil depression just east of the western property line of the current
subject property.
1 NOA contacted Mr.Rolleri by telephone on October 28,2005;Mr.Rolleri offered to meet NOA at the
property to indicate the exact location of the former tank. Mr.Rolleri was not able to describe further y
details of the tank's use or construction over the phone. NOA has not succeeded in making further
contact with Mr. Rolleri due to his unavailability during business hours.
3.0 PAST AND CURRENT SOURCES OF CONTAMINATION
3.1 Research Methods
NOA employs a standard practice for review of database information. On a street map showing the
Llocation of the subject property, a circle is drawn one-quarter mile out from the property boundaries,
and street maps or web-based mapping services are then used to determine address ranges for all streets
within the quarter mile. All agency databases searchable by address are then searched for these address
. ranges.
L
L
L
L
5
L '404
6
