M <br /> it <br /> November 15, 2004 <br /> NOA Project Number: E04123A <br /> One set of three pole-mounted transformers was observed along the eastern property boundary. No <br /> blue PCB-free or silver retrofit stickers were observed. The transformers were rusty and appeared old. <br /> No stains were observed on or around the transformers to indicate leakage. <br /> Surrounding properties were surveyed at the time of the site reconnaissance. To the north of the subject <br /> property were single family residences.To the south was agricultural land with a single family residence. <br /> LTo the east and south was agricultural land with a single family residence. <br /> To the west was fallow agricultural land with farm structures and a rural residence. Inside one of the <br /> barns adjacent to the subject property were several chemical containers and soil stained from spilled oil. <br /> An open container of machine oil was observed next to the eastern wall of the barn. <br /> 3.L8 Pacific Gas&Electric <br /> Ms. Linda Harkins of Stockton PG&E has stated that the only way to determine the PCB content of <br /> transformers without blue PCB-free or silver retrofit stickers is to have them tested, a service which <br /> L PG&E will provide for a charge (personal communication, March 5, 2004). <br /> 3.L9 Other <br /> According to Mr.David Wood of our office,a diffuse chromium-6 ground water plume and has been <br /> identified the area of the subject property. The plume originated from a cooling tower to the north of <br /> L, the subject property and was first identified in 1988 or 1989. <br /> 3.2 Past On-Site Sources of Contamination <br /> L <br /> No potential above- or below-ground on-site potential or known sources of contamination were <br /> identified from past uses of the site, except for the following: <br /> L <br /> • Because of the age of the structures on the subject property,it is possible that lead-based paints <br /> and/or asbestos-containing materials were used in their construction. <br /> • Because of the historical agriculture use of the property,the potential exists for petroleum and <br /> 4 chemical contamination from vehicle maintenance and fueling, as well as chemical mixing, <br /> L storage, and application. <br /> • Endosulfan,a Restricted Use Pesticide in EPA toxicity class I (highly toxic),with a half-life in <br /> soil of 35 to 150 days,was applied to the subject property in 1999. <br /> L <br /> L <br /> 8 <br /> .*44L <br /> L <br />
