Implementation Poliy 13(b) (General Plan Volume I Page IV 13) <br /> In reviewing General Plan 2010 Map amendments to convert land from agricultural uses <br /> to non-agricultural urban uses, the following criteria should be used for evaluation: <br /> (1) the merits of the proposed project and the availability of comparable alternative sites <br /> in areas already designated for urban uses, <br /> • This project site is located adjacent to the urban community of Stockton, <br /> which is located on the northern side of East Main Street. There is <br /> available vacant residentially designated land within this area of the urban <br /> community of Stockton. <br /> (2) the potential fo, the project to create premature development pressure on <br /> surrounding agricultural lands; <br /> • The proposed General Plan Amendment would create the potential for <br /> leapfrog development and present development pressure on surrounding <br /> agricultural land. <br /> (3) the availability of infrastructure, <br /> • The City of Stockton provided a response to the proposed project and has <br /> indicated that the City would not provide sewer service to the site. For the <br /> applicant to be able to proceed with a Major Subdivision application, an <br /> application for a Zone Reclassification must also be submitted and <br /> approved along with the General Plan Amendment application. The <br /> applicant must submit, "will serve" letters for sewer, water, and storm <br /> drainage services at the time of submission of the Zone Reclassification <br /> application. Because the City of Stockton has indicated they will not <br /> provide sewer service to the underlying project, the Community <br /> Development Department could not recommend approval for the General <br /> Plan Amendrrent due to the lack of public sewer services. <br /> (4) the resulting development pattern: leapfrog development shall be strongly <br /> discouraged, <br /> • The parcels located to the east, west, and south of the proposed project are <br /> zoned AG-40 and have a General Plan Designation of A/G and OS/RC and <br /> are outside the urban community of Stockton. The property on the north <br /> side of East Main Street has a General Plan Designation of R/L and a <br /> zoning designation of R-L and is within the urban community of Stockton. <br /> Approving change in the General Plan Designation to R/L would create a <br /> pattern of leapfrog development and may encourage surrounding land <br /> owners to also attempt to change the General Plan designation of their <br /> properties. <br /> (5)the classification of the property in the Important Farmlands Inventory System. See <br /> the Agricultural Implementation Measures for information regarding the use of the <br /> Farmland Mapping Program in reconsidering the growth areas on the General Plan <br /> Map. <br />
